Mr Paul Lam has been the Secretary for Justice since 1 July 2022.
Before joining the Government, Mr Lam was a Senior Counsel in private practice specialising in general civil and commercial proceedings, and has passed the Guangdong-Hong Kong-Macao Greater Bay Area Legal Professional Examination. He was a former Vice-Chairman of the Hong Kong Bar Association from 2014 to 2017 and the Chairman from 2017 to 2018. He sat as a Deputy Judge of the High Court of Hong Kong for short periods each year since 2015. He was once enlisted in the Panel of Arbitrators of the Shenzhen Court of International Arbitration and The China International Economic and Trade Arbitration Commission, and was once appointed by the China University of Political Science and Law in Beijing as professor.
Mr Lam held a number of public service positions, such as Chairman of the Consumer Council, Chairman of the Administrative Appeals Board, Chairman of ICAC Operations Review Committee and Member of Independent Police Complaints Council.

Mr. Li Yongsheng serves as Deputy Commissioner of the Office of the Commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in the Hong Kong Special Administrative Region since September 2023. His previous assignments include, among others, Counsellor and Legal Adviser of the Permanent Mission of the People’s Republic of China to the United Nations, Special Adviser for the Law of the Sea Affairs of the Ministry of Foreign Affairs, and Deputy Director-General of the Foreign Affairs Office of Xinjiang Uygur Autonomous Region. He counts over twenty-eight years of experience in litigation as a Counsel representing the State and other government owned institutions, in the Appellate and original Courts of Sri Lanka. The Hon Neil McKerracher KC was appointed to the Federal Court of Australia in 2007 and retired in December 2021. He also sat as a Judicial Member of the AAT. Prior to appointment, he generally practised in commercial and civil disputes, taking silk in 1997. He served on several professional bodies. He was an acting Commissioner of the Corruption and Crime Commission, a Senior Sessional Member of the State Administrative Tribunal and a Commissioner (acting judge) of the Supreme Court of Western Australia.
Whilst on the Federal Court for over 14 years, he delivered some 940 appellate and single instance written judgments in a wide variety of commercial and other matters. He represented the court on the executive of the Australian Judicial Officers’ Association. He chaired the UNCITRAL Organizing Committee of Australia and from 2019 to 2022 represented the International Judges’ Association in UNCITRAL working groups in the UN, negotiating a draft international maritime treaty. He has participated with others in endeavours to shape the rules of the court to modern needs generally and particularly for arbitration. He also acted as an arbitrator and a mediator before appointment to the bench and a mediator whilst a judge.

Ms. Tracy Choi is a Legal Expert of the UNCITRAL Regional Centre for Asia and the Pacific (UNCITRAL RCAP), assisting capacity building programmes and technical assistance to States in the Asia and the Pacific in key areas of commercial law. She is seconded from the Department of Justice of the Hong Kong Special Administrative Region. Prior to her secondment, she was a Senior Government Counsel serving in the Civil Division of the Department of Justice during which she handled various civil cases, and assisted in capacity building programmes and policy initiatives with a focus on mediation. Admitted as a solicitor in Hong Kong, Ms. Choi has experience in both public and private sectors and holds a law degree from the University of Hong Kong.

Megumi Hara is a professor at the Law School of Chuo University, Tokyo. She teaches property law, contract law, secured transaction law, and trust law. She has published numerous articles on secured transaction law, property law and other topics concerning civil law. Before joining Chuo University, she was first appointed as an associate professor at Kyushu University and then a professor at Gakushuin University. She has taught courses at The University of Tokyo as well as Keio University.
She was involved in Japan's recent property law reform as a researcher/consultant appointed by the Ministry of Justice. She was also a committee member for Torihiki Hōsei Kenkyūkai (Research Group on Business Law) which involves the Small and Medium Enterprise Agency under the Ministry of Economy, Trade and Industry (METI), in preparation for reform of the Secured transaction law in Japan. She is a public interests member of the Central Labor Relations Commission.
She served as a delegate of Japan for the Diplomatic Conference for the adoption of the draft Protocol to the Convention on International Interests in Mobile Equipment on Matters specific to Agricultural, Construction and Mining Equipment (MAC Protocol). She has also participated as either a delegate for Japan or as an observer for UNCITRAL Working Group VI on Secured Transactions Reform. She represented Japan for UNCITRAL Working Group I deliberations on access to credit. She is also a member of the factoring model law working group for UNIDROIT.

Sara Diaz is an experienced gender scholar and practitioner committed to the advancement of gender equality and women's rights. She holds a master’s degree in Peace and Conflict Studies, with a specialization in Gender and Peacebuilding. She has a track record in conducting research and policy analysis on gender and social development issues in low- and middle-income countries in the Asia-Pacific, as well as Latin America and the Caribbean regions. She has worked for different UN Entities to advance SDG 5, by leading gender-targeted programmes and mainstreaming gender into different spheres of the United Nations' areas of work, including women's entrepreneurship and access to finance.

Before joining the United Nations in 2007, Jae Sung served in the Korean Ministry of Foreign Affairs. A Korean national, Jae Sung is a graduate of Seoul National University College of Law, holds LL.M. degrees from Seoul National University Graduate School of International Studies and NYU School of Law as well as a Ph.D. in Law from Seoul National University.

Mr. Takashi Takashima is Legal Officer at the International Trade Law Division (ITLD) of the United Nations Office of Legal Affairs, which functions as the substantive secretariat of the United Nations Commission on International Trade Law (UNCITRAL). He manages UNCITRAL’s project on the stocktaking of developments in dispute resolution in the digital economy (DRDE) and assists in the servicing of UNCITRAL Working Group II on dispute settlement.
From April 2018 to September 2022, he was Senior Attorney with the Japanese Ministry of Justice. He started his career as Judge of the Tokyo District Court in 2003 and has experience serving as Judge of various courts in Japan for 12 years. Jaemin Lee is currently Professor of Law at School of Law, Seoul National University in Seoul, Korea. He obtained his LL.B., LL.M. and Ph.D. from Seoul National University; LL.M. from Georgetown University Law Center; and J.D. from Boston College Law School. His major areas of teaching and research are public international law, international economic law and international dispute settlement. He has published articles and books (including book chapters) on various topics of public international law, international trade law, international investment law, and trade policy. Upon graduation from College of Law, Seoul National University in 1992, he joined the Korean Ministry of Foreign Affairs as a foreign service officer. Between 2000 and 2004, he also practiced law with Willkie Farr & Gallagher LLP (Washington, D.C. office) as an associate attorney of the firm’s international trade group. From 2004 to 2013 he taught international law and international economic law at School of Law, Hanyang University in Seoul, Korea. He served as President of the Korean Society of International Economic Law (2020-2021), and Vice President of the Korean Society of International Law (2021). Jonathan Harris became a judge of the High Court of Hong Kong in 2009 and shortly thereafter was appointed the Judge in charge of the Companies and Insolvency Court. In 2021 he became the President of Hong Kong’s Competition Tribunal. Judge Harris has lived in Hong Kong since 1983. He practiced as a solicitor prior to joining the Bar in 1993.
Judge Harris was appointed Senior Counsel in 2006. Prior to joining the Judiciary his principal areas of practice involved insolvency, company regulation and securities. He is an active member of the International Insolvency Institute and INSOL and is a member of INSOL's International College of Mediators. He has a particular interest in cross-border insolvency and restructuring issues.

He previously served as Director of StrategicTransformation Office (STO) (July-September 2022), responsible forsteering and implementing the National Strategy Plan into the practices.He has a distinguished track record and background within the civil andcriminal justice sphere nationally and internationally. His tenure asPermanent Secretary for Justice (2017-2022) has made a positive development in promotingpeople’s equal access to justice with the use of digitalized and electronic services, even in theCOVID-19 circumstance. His former positions in the justice system of Thailand include, inter alia,Judge of the Songkhla Kwaeng Court (1994-1995), Director- General of the Office of Justice Affairs (2003-2008), Director-General of the Legal Execution Department (2010-2014), and Director-General of theDepartment of Juvenile Observation and Protection (2015-2017).

Dr Alan Davidson has been an academic at the Law School of the University of Queensland for 26 years. Dr Eliza Mik has joined the CUHK Faculty of Law in January 2021. Before joining academia, she worked in-house for a number of software and telecommunications companies in Australia, Poland, Malaysia and the United Arab Emirates. She advised on software licensing, technology procurement, digital signatures, and e-commerce regulation. Her PhD focused on the private law aspects of e-commerce and on general problems of transaction automation. From 2014, Eliza’s research has centered on smart contracts and the use of artificial intelligence in transaction automation. Eliza has advised the World Bank and the Monetary Authority of Singapore. At present, she is a member of the UNCITRAL Expert Group for the Digital Economy, a member of the Inclusive Global Legal Innovation Platform on ODR (iGLIP, Hong Kong), a Research Associate at the Tilburg Institute for Law, Society and Technology (TILT, Netherlands) and an Affiliate Researcher with the Centre for AI and Digital Ethics at the University of Melbourne (CAIDE, Australia).

He was the President of the Lands Tribunal from 2003 to 2009 and a Probate Judge from 2008 to 2011. From 2011 to 2013, he was the Judge in charge of the Constitutional and Administrative Law List. He was appointed a Justice of Appeal in 2012 and became a Vice-President of the Court of Appeal in 2013.

Nadja Alexander is a global thought leader in the field of mediation. A multi-award winning author and trainer, she is engaged internationally as practitioner, educator, scholar and policy adviser. Most recently, in 2023, Nadja was conferred the inaugural award for outstanding international ADR educator by the Asia Pacific Centre for Arbitration and Mediation. She holds positions on the International Advisory Board of the UN Office of the Ombudsman and the APEC lead academic working group for Online Dispute Resolution. Between 2010 and 2015, Nadja lived in Hong Kong was privileged to contribute to its mediation ecosystem. Currently Nadja is Professor of Law and Director of the Singapore International Dispute Resolution Academy at Singapore Management University. Her books include International and Comparative Mediation, The Hong Kong Mediation Manual (with TK Iu, Rimsky Yuen and Ada Chen), and The Singapore Convention on Mediation: A Commentary.

Mr BIAN Fei is the President of Shenzhen Qianhai Cooperation Zone People’s Court. He holds an LL.M in Civil and Commercial Law from Xiamen University, an LL.M from the University of Cambridge (awarded a full scholarship by the University of Cambridge), and a J.D. from City University of Hong Kong.
Mr Bian was active in promoting the harmonization of adjudicative criteria for intellectual property cases in the Guangdong-Hong Kong-Macao Greater Bay Area. He is the author of Criminal Law Practice Books Criminal Case Pleadings Review: Intellectual Property Crime. Mr Bian handled the patent case of Oppo Mobile Telecommunications Corp., Ltd. v Sharp Corporation and ScienBiziP Japan Co., Ltd., which was selected as one of The Top 10 Intellectual Property Cases and The Top 10 Intellectual Property Cases in Guangdong Province of 2020. Under Mr Bian’s leadership, Shenzhen Intellectual Property Court was awarded Model Civil Servant Group by Guangdong Province.
Furthermore, Mr Bian coordinated the establishment of the ADR International Commercial Dispute Resolution Centre which explored the advancement of international dispute resolution mechanisms, and the Guangdong-Hong Kong-Macao Commercial Legal Rules Connection Research Centre which published the White Papers on Cross-Border Commercial Legal Rules Connection.
Mr Bian also facilitated in creating a first-class legal business environment in Qianhai by introducing people’s assessors who are Hong Kong residents, streamlined the procedures for Hong Kong and Macao-related cases, ensuring the application of foreign laws, which contributed to creating a commercial adjudication system that is understood and trusted by investors worldwide.
Qianhai Court has heard the most cases applying Hong Kong law among courts nationwide with the highest efficiency in handling Hong Kong or foreign- related cases.

Mr. Takashi Takashima is Legal Officer at the International Trade Law Division (ITLD) of the United Nations Office of Legal Affairs, which functions as the substantive secretariat of the United Nations Commission on International Trade Law (UNCITRAL). He manages UNCITRAL’s project on the stocktaking of developments in dispute resolution in the digital economy (DRDE) and assists in the servicing of UNCITRAL Working Group II on dispute settlement.
From April 2018 to September 2022, he was Senior Attorney with the Japanese Ministry of Justice. He started his career as Judge of the Tokyo District Court in 2003 and has experience serving as Judge of various courts in Japan for 12 years. From 2009 to 2011, he was second secretary of the Permanent Mission of Japan to the United Nations.

Dr Sun Jin obtained a Bachelor of Laws from the Institute of International Law of Wuhan University in 1993, and then a Master of Laws (Private International Law) and a Doctoral degree (on-the-job) from the same institute. Dr Sun obtained a Master of Laws (International and Comparative Law) from the University of Melbourne in 2008.
Dr Sun has served in different positions in the Ministry of Foreign Affairs of the People’s Republic of China (“MFA”) since 1996, including the Deputy Director-General of the Department of Treaty and Law, the Special Representative on Climate Change Negotiation Deputy of the MFA, and the Deputy Director-General at the Department of International Cooperation at the International Cooperation Bureau of the Supreme People’s Court (temporary position). Over the years, Dr Sun has led Chinese delegations to participate in numerous bilateral and multilateral treaty negotiations and international conferences. Since February 2023, Dr Sun has been appointed as Director-General of the International Organization for Mediation Preparatory Office.

Dr Anthony Neoh is a senior member of the Hong Kong Bar specialising in international litigation, arbitration and financial regulatory matters. In 1979, he commenced practice at the Hong Kong Bar after serving for 13 years in the Hong Kong Civil Service. From 1991 to 1994, he was a member of the Hong Kong Stock Exchange Council and its Listing Committee, and chaired its Disciplinary Committee and Debt Securities Group, and was Co-Chairman of the Legal Committee of the Hong Kong and China Listing Working Group. He was the chief architect of the legal structure for the listing of Chinese enterprises in Hong Kong. He is former Chairman of the Hong Kong Securities and Futures Commission from 1995 to 1998; during this time, he was the first Asian to be elected Chairman of the Technical Committee of the International Organization of Securities Commissions. From 1999 to 2004, he was Chief Advisor of the China Securities Regulatory Commission, at the personal invitation of former Premier Zhu Rongji. Dr Neoh was appointed as Chairman of the Hong Kong Independent Police Complaints Council from June 2018 to May 2021. He was the Convenor of the Hong Kong Monetary Authority (HKMA) Expert Group on the Finance Academy and now serves as Member of the HKMA Preparatory Committee for the Finance Academy. He is also the Co-Chairman of 2018 B20 Financing Growth and Infrastructure Task Force, and Co-Chairman of The China Securitization Forum.

Last December, Hong Kong becomes the latest jurisdiction among other major arbitral seats to allow Outcome Related Fee Structures for Arbitration (ORFSA). This new ORFSA regime is an addition to the Third Party Funding on Arbitration available in Hong Kong since 2019. As the first anniversary of Hong Kong’s ORFSA regime approaches, this panel gathers distinguished arbitration practitioners from around the world to share their experiences on the actual practice and procedures of arbitration funding regimes in major arbitral jurisdictions to provide flexible fee arrangements for users of arbitration. They will also discuss procedural issues such as disclosure requirements and recovery of costs under these regimes.

Kim Rooney is an international arbitrator of aviation, commercial, finance, infrastructure, investment and ITC disputes, a Hong Kong barrister and mediator. She is a member of the ICC’s International Court of Arbitration, among others. Kim chaired the Hong Kong Law Reform Commission’s Subcommittee on Third Party Funding for Arbitration, co-drafting Part 10A of the Arbitration Ordinance Cap 609 and the Code of Conduct for Third Party Funding for Arbitration. She is the editor of the IBA’s “Dispute Resolution International”, co-author of "ICCA'S Guide to the Interpretation of the 1958 New York Convention: A Handbook for Judges" (2012) and an ADR Contributing Editor for “Hong Kong Civil Procedure”. Kim was previously, a partner of White & Case LLP, heading its Asian dispute resolution practice. Mr Clifford Tavares is a Principal Government Counsel of the Legal Enhancement and Development Office (LEAD Office) of the Department of Justice (DoJ) of the Hong Kong Special Administrative Region.
For years, Mr Tavares specialized in civil litigation, advising on public law, immigration, commercial law, town planning, land and building matters. In his current role in the LEAD Office, he assists the Secretary for Justice and the Deputy Secretary for Justice in formulating strategic plans and co-ordinating the implementation of DoJ’s policy initiatives, in particular in promoting Hong Kong’s legal and dispute resolution services locally and beyond.

This lecture provides an overview of the legal framework and practices of international mediation in resolving state-state, investor-state and international commercial disputes, highlighting the patterns and features of mediation as a distinctive dispute resolution mechanism across diverse areas. It then focuses on the establishment of the International Organization for Mediation (the IOMed), covering issues such as the context for this initiative, the progress to date, and the potential role to play by the IOMed. Dr Sun Jin obtained a Bachelor of Laws from the Institute of International Law of Wuhan University in 1993, and then a Master of Laws (Private International Law) and a Doctoral degree (on-the-job) from the same institute. Mock Court: Exchanges on legal practices (Civil case)
One Country, Two Systems and Three Jurisdictions is the unique characteristic of the GBA with no precedent. To further the development of GBA, it is imperative to facilitate the convergence of legal practices, thereby achieving harmonisation of standards in both legal and dispute resolution aspects. The aim of this Mock Court session is to demonstrate how to further promote the legal regulatory interface and connectivity among the three jurisdictions, and to explore new ideas related to the mutual legal assistance within the GBA, with an aim to facilitate the high quality development and internationalisation of GBA.

Sharon is devoted to the rule of law education and developing the next generation. She assumes various leading positions within and outside the Law Society of Hong Kong, including Chairlady of Greater China Legal Affairs Young Solicitors' Sub-Committee, Chairlady of the Organising Committee of Teen Talk, the Law Society's annual flagship event focusing on youth. She also serves as a member of the Steering Committee on Rule of Law Education established by the Department of Justice, All-China Youth Federation and the Hong Kong Government's Election Committee.
She has passed the 2nd Guangdong-Hong Kong-Macao Greater Bay Area Legal Professional Examination in 2022 and the relevant legal training and assessment in 2023. Mr John Lee was born in 1957. He joined the Hong Kong Police Force in 1977 as a Probationary Inspector of Police and was promoted to Deputy Commissioner of Police in 2010. He served in a variety of posts in the Force, including Assistant Commissioner (Crime), Director of Crime and Security and Deputy Commissioner (Management). He holds a Master's degree of Public Policy and Administration from Charles Sturt University in Australia.
Mr Lee was appointed Under Secretary for Security in 2012 and Secretary for Security in 2017. During his service in the Security Bureau, he was responsible for the formulation of security policies covering law and order, immigration and customs control, fire and emergency rescue services, correctional services, government flying services and other areas. He also oversaw and coordinated the work of six disciplined services departments and two auxiliary forces under the Bureau.
Mr Lee was appointed Chief Secretary for Administration in 2021. Apart from assisting the Chief Executive in policy administration, Mr Lee was also responsible for supervising the work of nine policy bureaux, harmonising the work which straddled across different bureaux and departments, as well as promoting a good relationship between the Executive Authorities and the Legislature.

He was a former Vice-Chairman of the Hong Kong Bar Association from 2014 to 2017 and the Chairman from 2017 to 2018. He sat as a Deputy Judge of the High Court of Hong Kong for short periods each year since 2015. Mr Justice Poon obtained the Bachelor of Laws degree and the Postgraduate Certificate in Laws both from the University of Hong Kong in 1985 and 1986 respectively. He further acquired the Master of Laws degree from the University College London in the United Kingdom in 1987. He was called to the Hong Kong Bar in 1986 and was in private practice between 1988 and 1993.
He joined the Judiciary as Magistrate in 1993 and was appointed as Deputy Registrar, High Court in 1999, and as Judge of the Court of First Instance of the High Court in 2006. While in the Court of First Instance, Mr Justice Poon was appointed the Civil Listing Judge, the Probate Judge, the Judge in charge of the Mental Health List and the Family Law List. Steven is a commercial dispute resolution lawyer with over 25 years’ experience (over 20 in Hong Kong) with a sector focus on shipping, marine insurance and international trade litigation and arbitration. He advises clients on a full range of contractual and tortious disputes, in particular disputes arising out of charterparties, bills of lading, sale and purchase contacts and insurance policies. Steven acts for shipowners, operators, charterers, commodity traders, banks, cargo interests, port and terminal operators, brokers and other intermediaries.

Dr Jae Woon Lee is an Associate Professor, Assistant Dean (Undergraduate Studies) and LLB Programme Director within the Faculty of Law at the Chinese University of Hong Kong. Born in Seoul and educated there as well as at McGill University in Canada and National University of Singapore, his main research and teaching interests are aviation law and competition law. Prof Lee has seven years of legal affairs experience in the airline industry, advising the company on issues relating to company liability, government regulation and competition law matters. He has regularly attended the International Civil Aviation Organization (ICAO) Legal Committee since 2012. He is a member of ICAO Secretariat Study Group on Legal Issues related to Pilotless Aircraft. Prof. Lee has published on various aviation legal issues in leading journals and edited a book Aviation Law and Policy in Asia: Smart Regulation in Liberalized Market (2021). He frequently presents at academic and aviation industry conferences and regularly comments in the media.

With commercialization and digitalization of artworks becoming the global trend, art and law are inextricably intertwined in developing Hong Kong into an East-meets-West centre for international cultural exchange under the National 14th Five-Year Plan. The growing art appreciation in Hong Kong has led to the vibrancy of businesses and activities related to arts, culture and creative industries, such as auctioning and art financing, the development of art technology (“Art Tech”), and merchandising of artistic and creative content. At the same time, as a creative capital which attracts art and creative talent, Hong Kong must provide an environment where creation and cross-sectoral collaboration are encouraged and intellectual property rights protected.

Warren Cheng is a director of Fine Art Asia, and a co-founder of the Hong Kong Antique and Art Galleries Association. He is a Hong Kong-based, third-generation antique collector specialising in Chinese archaic art.
Warren Cheng serves as the director at the prestigious art fair Fine Art Asia. It is recognised by the international art world as Asia’s leading fine art fair. Since its inception in 2006, Fine Art Asia has attracted an increasing number of renowned international galleries to Hong Kong. It is the only fair in Asia to showcase a wide range of collectible fine art from Asia and the West.
In 2023, Ink Asia was granted the Mega Arts and Cultural Events Fund from the Culture, Sports and Tourism Bureau of the HKSAR government. Warren Cheng served as the Executive Committee & Arts Consultant (Digital Art) in Ink Asia, managing projects relating to Art-tech such as the “Ink Asia 2023 Metaverse project via the Sandbox” and “Ink Asia 2023 Immersive Ink Art Experience Corner”.

Warren Cheng is a director of Fine Art Asia, and a co-founder of the Hong Kong Antique and Art Galleries Association. He is a Hong Kong-based, third-generation antique collector specialising in Chinese archaic art.
Warren Cheng serves as the director at the prestigious art fair Fine Art Asia. It is recognised by the international art world as Asia’s leading fine art fair. Since its inception in 2006, Fine Art Asia has attracted an increasing number of renowned international galleries to Hong Kong. It is the only fair in Asia to showcase a wide range of collectible fine art from Asia and the West.
In 2023, Ink Asia was granted the Mega Arts and Cultural Events Fund from the Culture, Sports and Tourism Bureau of the HKSAR government. Warren Cheng served as the Executive Committee & Arts Consultant (Digital Art) in Ink Asia, managing projects relating to Art-tech such as the “Ink Asia 2023 Metaverse project via the Sandbox” and “Ink Asia 2023 Immersive Ink Art Experience Corner”.
Warren Cheng holds an MA in Comparative and Public History from the Chinese University of Hong Kong, and an MA in Buddhist Studies from the University of Hong Kong. He attended Brown University, graduating with a Bachelor of Arts degree in Economics and then worked for the Boston Consulting Group. For Hong Kong’s professional sector, Steven has contributed chapters and volumes for various professional works including Atkin's Court Forms Hong Kong and Halsbury’s Laws of Hong Kong. He has also presented over 200 continuing professional development courses for solicitors in Hong Kong. Steven’s research interests include the law affecting art, antiquities and cultural heritage, Chinese custom and law, legal history, and property law. In addition to teaching, he has delivered over 130 lectures, seminars and presentations to judges, IP enforcement officers, lawyers, universities, enterprises, and members of the public on IP and IT subjects in Hong Kong, Mainland China, Singapore, Malaysia, Japan, the Philippines, and the United States.

Youth Empowerment through Rule of Law Education
Reinforcing the core value of the Rule of Law is one of the key policy priorities of the current term of the Hong Kong Special Administrative Region Government. Through rule of law education, we hope to empower youths to create a stable and sustainable future for Hong Kong. Spearheaded by the Secretary for Justice, the Steering Committee on Rule of Law Education was established early this year to enhance the rule of law education and training on all fronts in Hong Kong, opening a brand new chapter of the development of rule of law education. In this light-hearted session, educators and youths of different backgrounds will engage in an open exchange to share their experiences and anecdotes about the rule of law and social citizenship education and their vision on the future development of rule of law education in Hong Kong.

Ms Carmen KAN Wai-mun is a Legislative Council Member and General Counsel of Bank of China (Hong Kong) Limited. Ms Kan is one of the first batch of lawyers qualified in Hong Kong and the Mainland of the People's Republic of China. She graduated from the Faculty of Law, The University of Hong Kong (LLB, First Class Honours) and School of Public Policy & Management, Tsinghua University (Executive Master in Public Administration). For many years, she managed the Beijing representative office of the then largest international law firm as Chief Representative and Partner and a major banking group’s legal & compliance risks, as well as operational and technology risks and is highly acclaimed in the industry. She was appointed as a member of The Operations Review Committee of the ICAC and the Chairperson of the Working Group on Coordination and Liaison under the Steering Committee on Rule of Law Education of the Department of Justice.

He was a former Vice-Chairman of the Hong Kong Bar Association from 2014 to 2017 and the Chairman from 2017 to 2018. He sat as a Deputy Judge of the High Court of Hong Kong for short periods each year since 2015. He was once enlisted in the Panel of Arbitrators of the Shenzhen Court of International Arbitration and The China International Economic and Trade Arbitration Commission, and was once appointed by the China University of Political Science and Law in Beijing as professor.
