Overview of Events

Mr CUI Jianchun, graduated with a Master's Degree of Business Administration, is currently the Commissioner of the Ministry of Foreign Affairs of the People's Republic of China in the Hong Kong Special Administrative Region. He served as the Chinese ambassador to Nigeria, the Chinese ambassador to Guyana, the Chinese ambassador to Kuwait, the Minister of the Embassy of China in France, and the Deputy Director General of the Department of Consular Affairs of the Ministry of Foreign Affairs of the People's Republic of China.

Besides, he has taken the post of the Director General of the International Cooperation and Development Department in the China National Nuclear Corporation ("CNNC"), the General Manager of the CNNC Finance Company Limited, the Deputy Director General of the Finance and Accounting Department of CNNC, the Deputy Director General of the Finance and Auditing Department of CNNC, and the Deputy Director General of the Investment Operation Department of CNNC, etc.

Alberto Ninio advises the President and governance bodies of AIIB and is responsible for the legal aspects of the Bank's work. Prior to his appointment as General Counsel in January 2021, he was Director General of the Operational Services Department and led AIIB's operational support team in the areas of environment, social, procurement and financial management. Prior to joining AIIB in March 2020, Ninio served in a variety of senior roles both at the World Bank where he left as its Deputy General Counsel for Operations, and, more recently, at Vale S.A., a major multinational mining and logistics corporation based in Brazil, where he served as its Global Sustainability Director.

Ninio brings over 30 years of experience in the international development, environmental law and corporate responsibility fields. He has law degrees from the Federal University of Rio de Janeiro and the American University in Washington DC. Ninio is from Brazil.

Mr Roden Tong was in private practice specialising in litigation and dispute resolution before moving to in-house role in 2007. Mr Tong is currently the Chief Executive of Berkley Insurance Company. He leads the Hong Kong operations of Berkley Insurance Asia (a Berkley Company), with a strong focus on Financial Lines and Specialty insurance. Mr Tong has deep expertise in handling complex claims across Asia, including Lehman related investment mis-selling cases, US securities class actions against Hong Kong and PRC companies, US SEC investigations and large-scale fidelity claims. His clients include multinational corporations, listed companies, banks, and other financial institutions. Mr Tong was admitted in Hong Kong.

In addition to his role as the Chief Executive of Berkley Insurance Company, Mr Tong holds prominent positions within the legal and community spheres. He has served on various Law Society committees and working groups for nearly 20 years. In 2016, he was elected to the Council of The Law Society of Hong Kong, in 2021, he was elected as Vice-President, and in 2024, he was elected as President. Furthermore, he is a member of the Junior Police Call Central Advisory Board and an Executive Committee Member of Customs YES, a youth uniformed group operated by the Customs and Excise Department, where he actively promotes legal education for youth.

Dr Anthony Neoh is a senior member of the Hong Kong Bar specialising in international litigation, arbitration and financial regulatory matters. In 1980, he commenced practice at the Hong Kong Bar after serving for 13 years in the Hong Kong Civil Service in Directorate rank for his last 4 years. He was appointed Queen’s Counsel in 1990 (re-titled Senior Counsel in 1997). From 1991 to 1994, he was a member of the Hong Kong Stock Exchange Council and its Listing Committee, and chaired its Disciplinary Committee and Debt Securities Group, and was Co-Chairman of the Legal Committee of the Hong Kong and China Listing Working Group. He was the chief architect of the legal structure for the listing of Chinese enterprises in Hong Kong. He is former Chairman of the Hong Kong Securities and Futures Commission from 1995 to 1998; during this time, he was the first Asian to be elected Chairman of the Technical Committee of the International Organization of Securities Commissions. From 1999 to 2004, he was Chief Advisor of the China Securities Regulatory Commission, at the personal invitation of former Premier Zhu Rongji. Dr Neoh was Chairman of the Hong Kong Independent Police Complaints Council from June 2018 to May 2021. He was the Convenor of the Hong Kong Monetary Authority (HKMA) Expert Group on the Hong Kong Finance Academy and now serves as one of the first Fellows of the Finance Academy. He was also the Co-Chairman of 2018 B20 Financing Growth and Infrastructure Task Force, and now serves as Co-Chairman of The China National Securitization Forum. He served 29 years as a Council Member of the Chinese University of Hong Kong. He has served as adjunct and visiting professors in many universities (including Peking, Tsinghua Universities and the Harvard Law School). He has served as Risk Chair in the Boards of the Bank of China, China Life and Industrial and Commercial Bank of China. His research interests are in financial history and regulation and corporate governance with particular emphasis in ESG.

Ms Peggy Au Yeung joined the Department of Justice, Government of Hong Kong SAR upon her admission as a solicitor in Hong Kong. She is now acting as a Principal Government Counsel in the LEAD Office under the Secretary for Justice’s Office. The LEAD Office (Legal Enhancement and Development Office) assumes the role of the central policy unit of the Department and assists the Secretary for Justice and the Deputy Secretary for Justice in formulating strategic plans and co-ordination for effective implementation of the Department’s policy initiatives. In the LEAD Office, Ms Au Yeung assists in taking forward the initiatives on strengthening of the rule of law education, as well as the promotion and enhancement of legal cooperation between Hong Kong and the Mainland, in particular in relation to the construction of the Guangdong-Hong Kong-Macao Greater Bay Area.

Before joining the LEAD Office, Ms Au Yeung headed one of the policy affairs units in the Department’s Constitutional and Policy Affairs Division. She has assisted in formulating and taking forward various legislative proposals, including those relating to mutual legal assistance with the Mainland in civil and commercial matters. In addition, she has advised on policy matters relating to the legal profession and legal education. Ms Au Yeung has also been attached to the International Law Division where she has handled matters relating to criminal legal assistance.

Ms Au Yeung holds a Master of Laws (Chinese Law) degree from the University of Hong Kong, and a Bachelor of Laws degree also from the University of Hong Kong.

Mr. Philip Yang has been a full-time international commercial arbitrator for well over 30 years. He has acted as arbitrator in thousands of cases. Mr. Yang is the member of the Expert Committee of China International Commercial Court of the Supreme People’s Court of China, Honorary Chairman of HKIAC, Chairman of Shanghai International Arbitration Academy, Member of the International Advisory Board of CIETAC, Past Vice-Chairman of the BIMCO Documentary Committee, Past President of the APRAG, and Past Hong Kong Representative of ICC International Court of Arbitration.

Mr Dawes is a practising Senior Counsel and a member of Temple Chambers in Hong Kong. His practice covers a wide range of commercial disputes including banking, regulatory, company, trust and international arbitration. He is a Recorder of the High Court and also a Non-Executive Director of the Securities and Futures Commission. He is currently the Chairman of the Hong Kong Bar Association.

Professor Wei SHEN is KoGuan Distinguished Professor of Law at Shanghai Jiao Tong University Law School; PhD (LSE), LLM (Cantab), LLM (Michigan), LLM & LLB (ECUPL). Prior to joining academia, he was a lawyer qualified in New York practising for a decade, mostly in Hong Kong, on foreign direct investment, private equity and mergers and acquisitions. His main research interests include international investment law, financial regulation, corporate governance, and commercial arbitration. He has published around 300 articles in Chinese and English journals, and is the sole author, co-author, editor, translator, and chapter contributor of over sixty books. His article was cited by the Supreme Court of Singapore. He is an arbitrator with London Court of International Arbitration, Hong Kong International Arbitration Centre, Singapore International Arbitration Centre, Korean Commercial Arbitration Board (International), Shanghai International Arbitration Centre, Shanghai Arbitration Commission, China International Economic and Trade Arbitration Commission, Shenzhen International Court of Arbitration, among others.

Professor Grenville Cross GBS, SC served as the Director of Public Prosecutions of Hong Kong from 1997 to 2009, and as the Deputy Director of Public Prosecutions from 1990 to 1997. He is the Senator for Life of the International Association of Prosecutors, and chairs its Standing Committee on Prosecutors in Difficulty. He is a barrister-at-law, and was appointed Queen's Counsel in 1990, becoming Senior Counsel in 1997. He is Visiting Professor of Law of The Chinese University of Hong Kong, Honorary Professor of Law of The University of Hong Kong, and Adjunct Professor of Law of the China University of Political Science and Law in Beijing. He is Sentencing Editor of Hong Kong Cases and Archbold Hong Kong, and co-author of Sentencing in Hong Kong. He was awarded the Silver Bauhinia Star in 2010 for his contribution to the development of prosecution services in Hong Kong SAR, and in 2021, the Gold Bauhinia Star for services to the community.

Dr. LIANG Zheng now serves as the Professor of the School of Public Policy and Management, Tsinghua University, as well as the research fellow and vice president of Institute for AI International Governance, Tsinghua University (I-AIIG), the director of the Research Center on AI governance at Tsinghua, the research fellow and deputy director of China Institute for Science &Technology Policy at Tsinghua University (CISTP).

Dr. Liang got his doctor’s degree of economics at Nankai University (2003) and accomplished the senior executive training program on leadership at Kennedy School of Government, Harvard University (2010). He had visited at MIT Industrial Performance Center (MIT IPC) as the Fulbright Visiting Research Scholar for one year (2012).

The main areas of his research now focus on Science, Technology and Innovation Policy, Globalization of R&D, IPRs and Standardization, Emerging Technology and Innovation Governance etc. Besides academic publishing on peer review journals such as National Science Review, Regional Studies, Journal of Informetrics, Industry and Corporate Change, World Economy etc. Dr. Liang also participated in some important research projects such as the Strategic Research for National Medium and Long Term Science and Technology Development Program (MLP) of China. He used to be the member of National Innovation Survey Expert Group (2014-2017), as well as the member of Sino-US Innovation Dialogue Expert Group (2015-2018).

Mr Paul Lam has been the Secretary for Justice since 1 July 2022.

Before joining the Government, Mr Lam was a Senior Counsel in private practice specialising in general civil and commercial proceedings, and has passed the Guangdong-Hong Kong-Macao Greater Bay Area Legal Professional Examination. He was a former Vice-Chairman of the Hong Kong Bar Association from 2014 to 2017 and the Chairman from 2017 to 2018. He sat as a Deputy Judge of the High Court of Hong Kong for short periods each year since 2015. He was once enlisted in the Panel of Arbitrators of the Shenzhen Court of International Arbitration and The China International Economic and Trade Arbitration Commission, and was once appointed by the China University of Political Science and Law in Beijing as professor.

TK is the founder/director of Asia Conflict Resolution Institute and a consultant solicitor with Kwok, Ng & Chan, Solicitors & Notaries.

TK is an Accredited Mediator (General/Family) and Accredited Family Mediation Supervisor with HKMAAL.

Between 2013 and 2017, he advised the Department of Justice on the enactment of the apology legislation. The Apology Ordinance came into effect on 1 December 2017. TK was a member of Steering Committee on Mediation chaired by the Secretary for Justice between 2016 and 2022. In 2017, TK was awarded a Medal of Honour by the HKSAR Government in recognition of his contribution to the promotion of mediation.

TK is an adjunct professor of the Department of Law, HKU and the School of Law of City University of Hong Kong.

TK is listed by Doyle’s Guide 2021 to 2024 as a leading family mediator in Hong Kong. WhosWhoLegal (2015 to 2024) named TK as a world leading practitioner in the field of commercial mediation.

TK is a co-author of (1) Hong Kong Mediation Manual (3rd Edition); (2) The Annotated Ordinances of Hong Kong: Mediation Ordinance (Cap.620) (2022 Reissue); and (3) Asia Mediation Handbook. He is a regular blog writer of Kluwer Mediation Blog.

Patrick Chung is a highly experienced registered social worker and accredited family mediation supervisor with over 1,000 mediation cases handled since 2006. As the Mediation Service-in-Charge of Hong Kong Family Welfare Society (Mediation Centre), he brings extensive expertise in mediation, marital casework, mediation supervision, and training. To date, he has served as the lead trainer for 16 Accredited Family Mediation Training Courses, recognized by the Hong Kong International Arbitration Centre (HKIAC) or the Hong Kong Mediation and Accreditation Association Limited (HKMAAL).

Patrick has provided live supervision for more than 100 trainees, including 60 lawyers, and has been instrumental in conducting Family Mediation Continuing Professional Development (CPD) Workshops approved by HKMAAL and HKIAC since 2011. His training efforts have extended to various social services agencies, governmental departments, commercial entities, and educational institutions across Hong Kong and Macau.

Mimi Ho has been the Mediation Co-ordinator of the Integrated Mediation Office (West Kowloon) since 2022. She is an accredited General Mediator of Hong Kong Mediation Accreditation Association Limited and Hong Kong International Arbitration Centre.

Ms Ho was a Mediation Affairs Officer in 2009 and assisted to the arrangements for setting up of a Mediation Office at the High Court Building in 2010, with a view to provide the litigants with relevant information on mediation, so as to assist them in considering whether they should attempt mediation in resolving their disputes; and if so, how. She also served as the Secretary to Steering Committee on Family Mediation of the Judiciary in 2010 to 2012.

The Integrated Mediation Office (West Kowloon) (IMO(WK)) is an extension of the Judiciary’s existing Integrated Mediation Office. Ms Ho is the officer- in-charge of the IMO(WK), which is established to facilitate the greater use of mediation services for dispute settlement primarily for cases in the Small Claims Tribunal.

Prof. Francis Law is the President of Hong Kong Mediation Centre, Chairman of the International Dispute Resolution and Risk Management Institute and 10 other international dispute resolution centres. He is serving on the legal and dispute resolution expert panels of over 30 regions around the world. He was appointed by the Secretary of Justice of Hong Kong as the member of the Steering Committee on Mediation, Accreditation Sub-committee and Regulatory Framework Sub-committee. He is now appointed by The Ombudsman as the adviser to the Office of The Ombudsman of Hong Kong. He was actively involved in drafting Singapore Mediation Convention in the UNCITRAL. He is also the representative of WTO accredited Non-Government Organization.

With a legal background, Kenny brings a wealth of expertise to his role as a seasoned investigator and mediator in the Office of The Ombudsman. For over 26 years, he has led high-profile investigations, delivering impactful reports that have driven positive change in public administration. On the mediation front, he has given seminars, chaired workshops and appeared on a radio programme to promote the use of mediation among government departments and public organisations as an effective and efficient means of resolving minor complaints lodged with the Office against these departments and organisations.

Kenny is in charge of shaping the mediation policy of the Office of The Ombudsman with an aim to resolving minor complaints with little or no maladministration efficiently and amicably for the furtherance of good governance and harmonious development of our society. He has received full training in mediation from an Australian trainer and been formally assessed as able to act as a sole mediator.

Dr Sun Jin has served as the Director-General of the International Organization For Mediation Preparatory Office since February 2023. Dr Sun has served in different positions in the Ministry of Foreign Affairs of the People’s Republic of China (“MFA”) since 1996, including the Deputy Director-General of the Department of Treaty and Law, the Special Representative on Climate Change Negotiations of the MFA, and the Deputy Director-General at the Department of International Cooperation of the Supreme People’s Court. Over the years, Dr Sun has led Chinese delegations to participate in numerous bilateral and multilateral treaty negotiations and international conferences.

Dr Sun has possessed the National Lawyer’s Qualification since 1994, and served as an arbitrator of the 6th Beijing International Arbitration Center and a council member and adjunct professor at the Institute of International Law of Wuhan University. Dr Sun obtained a Bachelor of Laws, a Master of Laws and a Doctor of Laws at the Wuhan University, and a Master of Laws from the University of Melbourne.

Dr Sun has published a lot of books and articles including “Resolving International Disputes through Mediation: Where We Stand, Challenges, and Opportunities Ahead” “The Autonomy of the Arbitration Clause”, “The Declaration Clauses and the Choice of Court Convention”, “Use Rules of International Law to Deal with New Challenges Faced with International Relation”, and “The Hague Judgments Convention and How We Negotiated It”. Dr Sun also participated in the compilation of “Chinese Practice in International Law” and “ISDS Reform Conference Proceedings”, etc.

Dr Thomas So is a partner of Grandall Zimmern Law Firm with experience in advising on shareholders and equity-related disputes, property-related, libel and media-related litigation work, as well as litigation and arbitration in the PRC.

Dr So was a founder member of eBRAM International Online Dispute Resolution Centre (eBRAM) and has been appointed Chairman since 2020. Dr So is the past president of The Law Society of Hong Kong and a member of multiple arbitration and mediation committees in Asia, committed to promoting and improving the standard of legal and dispute resolution services in Hong Kong.

In January 2018, Dr So was appointed as a member of the Chinese People’s Political Consultative Conference. He was commissioned as a mediator of Guangdong Court for Cross-border Commercial Dispute Resolution in the Guangdong-Hong Kong-Macao Greater Bay Area by The High People's Court of Guangdong Province for 3 years. He obtained his Doctor of Laws from Tsing Hua University and has been frequently invited to be a lecturer by various universities in the Mainland.

Ms Stephanie Siu is a Hong Kong qualified lawyer with experience in the legal technology and innovation space.

Currently the Strategic Solutions Manager at Thomson Reuters, Ms Siu oversees a suite of legal tech solutions ranging from drafting, contract management, e-billing to research and generative artificial intelligence (AI) etc across Asia-Pacific.

Prior to her role at Thomson Reuters, Ms Siu was the Director of Strategic Development & Legal Counsel at legal tech software company eBrevia, where she helped lead and expand its Asia-Pacific business. Her responsibilities included working closely with lawyers to implement the software, coordinating with internal product development team to localise the software for lawyers in the region, and forging partnerships with other stakeholders in the legal tech ecosystem.

Ms Siu is also a regular speaker at universities, law schools, law firms, and conferences on topics such as legal technology and innovation, artificial intelligence, the future of law and the impact of technology on the industry.

Before moving into legal technology, Ms Siu was a corporate M&A lawyer at Reed Smith Richards Butler. She has also taught the “Legal Ethics and Professional Practice” course at The University of Law, Hong Kong branch.

Work aside, Ms Siu enjoys classical singing, painting and hiking.

Mr Brian Tang is a founding executive director of Law, Innovation, Technology and Entrepreneurship Lab, the award-winning interdisciplinary and experiential programme at University of Hong Kong's Faculty of Law (LITE Lab@HKU). LITE Lab and its students have won international accolades such as Edtech Heroes Award for Stakeholder Engagement (Adult Education) 2023, CLOC Legal Innovation in Operations Award 2022 and Georgetown Law’s Iron Tech Lawyer Invitational. Brian is part of the vanguard of educators incorporating generative AI into law school teaching and upskilling lawyers, and also leads a regional climate contracting initiative in collaboration with The Chancery Lane Project. His current wide-ranging research areas cover AI governance, emerging capital markets for tokenized securities and carbon markets, sustainable financing and the role and impact of technology on the future delivery of legal services and education.

Brian is co-chair of the Asia Pacific Legal Innovation and Technology Association (ALITA), APAC Regional board member of Global Alliance of Impact Lawyers (GAIL), and board member of the Fintech Association of Hong Kong.

Brian previously spent nearly 20 years at global investment bank Credit Suisse in Hong Kong, and at law firms Sullivan & Cromwell in New York and California and Mallesons in Perth, Australia.

Mr. Christopher Yu is one of the partners of Howse Williams, one of the largest Hong Kong independent firms. He has a wide range of experience in corporate finance and regulatory matters including IPOs, takeovers, mergers and acquisitions, trading suspensions and resumptions and regulatory investigations. He also specialises in handling legal matters related to funds, trusts and formation of family offices, as well as clients’ asset management and wealth succession. Mr. Yu was admitted to practise in Hong Kong and the United Kingdom.

Nick Chan is the Director leading the operations of AALCO Hong Kong Regional Arbitration Centre. The centre is established by international law and operates under the auspices of the Asian-African Legal Consultative Organization (AALCO) which has 48 countries as member states. The centre is a strong panel of mediators, supports “Mediate First”, and have model mediation rules that be ready plug-in into the centre’s model arbitration rules. Mr. Chan, a Justice of the Peace, is an inter-disciplinary lawyer with technology background. He serves as Chairman of the government’s $2 billion Innovation and Technology Venture Fund Advisory Committee. He is the Chairman of the Legal Committee of the Hong Kong General Chamber of Commerce, and the Honorary Legal Advisor of the Federation of Hong Kong Industries. Chan serves as elected lawmaker and policy-setter as an elected member of congress.

Mr. FOK is the Vice-President of the Sports Federation & Olympic Committee of Hong Kong, China (since 2016). He was elected as the Honorary Deputy Secretary General of the Federation (2009-2016). He is currently a Member of the International Relations Committee and a Member of the Esport & Martial Arts Committee of the Olympic Council of Asia. He was appointed a Justice of the Peace in 2016 by the HKSAR Government.

Mr. FOK is a Deputy to National People’s Congress and Vice Chairman of All-China Youth Federation. Currently he is the Vice President of the Fok Ying Tung Group and serves as the Trustee of the Fundação Henry Fok. Mr. Fok plays an active role in sports development. He is a Legislative Councillor for the Sports, Performing Arts, Culture and Publication Functional Constituency. He is also the Chairman of Hong Kong Arts Development Council and a Member of Culture Commission under the Culture, Sports and Tourism Bureau. During 2013 to 2023, Mr. FOK was appointed as Director of Hong Kong Sports Institute Limited. He was appointed as Vice Chairman of Elite Sports Committee and an Ex-Officio Member of Sports Commission of the HKSAR Government from 2017 to 2022. He also served as a Member of the Major Sports Events Committee of the Sports Commission of the HKSAR Government from 2011 to 2016 as well as a member of Community Sports Committee from 2015 to 2016. He also serves as a Trustee of the World Wild Fund for Nature (WWF) Hong Kong.

He is also the President of Asian Electronic Sports Federation, The Federation of District Sports Associations of Hong Kong, The Gymnastics Association of Hong Kong, China and Hong Kong Sports Press Association, Honorary President of Hong Kong, China Skating Union, Vice Patron of Hong Kong China Dragon Boat Association, and Honorary Advisor of Special Olympics Hong Kong.

Hew Yang-Wahn has practiced at the Hong Kong Bar for nearly 20 years. He has chaired the Bar’s Sports Law Committee since 2023, having been a member of the same before that, and is a panel member of the Asian Sports Tribunal of the Asian International Arbitration Centre (AIAC) in Kuala Lumpur where he obtained his Certificate in Sports Arbitration.

Shahla Ali is Professor of Law and Associate Dean (International) at the University of Hong Kong Faculty of Law and Director of the LLM Program in Arbitration and Dispute Resolution. Her work centers on questions of governance, sustainable development and cross-border dispute resolution in the Asia Pacific region. She serves as a bilingual arbitrator (English/Chinese) with HKIAC, THAC, CIETAC, KCAB and SIAC.

Shahla has been engaged in dispute resolution reform at the regional and global levels including with USAID, IFC/World Bank and the United Nations on issues pertaining to access to justice, peace process negotiation training, financial dispute resolution and land use conflict resolution. She has served on the UN Funds and Programs Ombuds roster, the IFC/CAO Asian community mediation team, the Academic Council of the Institute for Transnational Arbitration, UNCITRAL Working Group II, the International Task Force on Mixed Mode Dispute Resolution and IBA’s Investor-State Mediation Rules drafting committee. Regionally, she has served as a member of the Department of Justice’s (HK) Mediation Regulatory Framework Sub-Committee, the HK Financial Dispute Resolution Appointments Committee, HKIAC’s Women in International Arbitration Committee, and the Executive Committee of the Asia-Pacific Mediation Forum.

Mr Paul Lam has been the Secretary for Justice since 1 July 2022.

Before joining the Government, Mr Lam was a Senior Counsel in private practice specialising in general civil and commercial proceedings, and has passed the Guangdong-Hong Kong-Macao Greater Bay Area Legal Professional Examination. He was a former Vice-Chairman of the Hong Kong Bar Association from 2014 to 2017 and the Chairman from 2017 to 2018. He sat as a Deputy Judge of the High Court of Hong Kong for short periods each year since 2015. He was once enlisted in the Panel of Arbitrators of the Shenzhen Court of International Arbitration and The China International Economic and Trade Arbitration Commission, and was once appointed by the China University of Political Science and Law in Beijing as professor.

Mr Lam held a number of public service positions, such as Chairman of the Consumer Council, Chairman of the Administrative Appeals Board, Chairman of ICAC Operations Review Committee and Member of Independent Police Complaints Council.

Ms. Coco Leong Weng In began serving as the Director of the Legal Affairs Bureau of the Macao Special Administrative Region Government from 10 May 2023 onward.

Ms. Coco Leong obtained a Degree of Bachelor of Law in Chinese Language from the University of Macau in 2007 and a Higher Diploma in Chinese-Portuguese Translation and Interpretation from the Macao Polytechnic Institute in 2011. Since Ms. Coco Leong began serving the Macao SAR Government in 2005 and before serving as the Director of the Legal Affairs Bureau, she had respectively served as the Chief of the Second Law Drafting Division, the Head of the Department of Legal System Study and Legislative Coordination and the Deputy Director (being in charge of areas covering legislative coordination, law drafting, law dissemination and legal aid) of the Legal Affairs Bureau.

Currently, Ms. Coco Leong is also a member of the Administrative Council of the Macau Pension Fund and of various government committees such as the Consultative Council for Legal Reform, etc.

Ms Peggy Au Yeung joined the Department of Justice, Government of Hong Kong SAR upon her admission as a solicitor in Hong Kong. She is now acting as a Principal Government Counsel in the LEAD Office under the Secretary for Justice’s Office. The LEAD Office (Legal Enhancement and Development Office) assumes the role of the central policy unit of the Department and assists the Secretary for Justice and the Deputy Secretary for Justice in formulating strategic plans and co-ordination for effective implementation of the Department’s policy initiatives. In the LEAD Office, Ms Au Yeung assists in taking forward the initiatives on strengthening of the rule of law education, as well as the promotion and enhancement of legal cooperation between Hong Kong and the Mainland, in particular in relation to the construction of the Guangdong-Hong Kong-Macao Greater Bay Area.

Before joining the LEAD Office, Ms Au Yeung headed one of the policy affairs units in the Department’s Constitutional and Policy Affairs Division. She has assisted in formulating and taking forward various legislative proposals, including those relating to mutual legal assistance with the Mainland in civil and commercial matters. In addition, she has advised on policy matters relating to the legal profession and legal education. Ms Au Yeung has also been attached to the International Law Division where she has handled matters relating to criminal legal assistance.

Ms Au Yeung holds a Master of Laws (Chinese Law) degree from the University of Hong Kong, and a Bachelor of Laws degree also from the University of Hong Kong.

Mr. Cheng is a Hong Kong practicing solicitor. He is also a Guangdong-Hong Kong-Macao Greater Bay Area practicing lawyer and possessing the qualification as a solicitor of England and Wales. He is a Hong Kong professional accountant and a follow member of the Association of Chartered Certified Public Accountants of UK.

Mr. Cheng is a council member of the Law Society of Hong Kong and the vice chairman of its Greater China Legal Affairs Committee, a member of the Working Committee for the Management of Lawyers’ Practice Applications of Guangdong Provincial Lawyers’ Association, China Appointed Attesting Officer, arbitrator of Ningbo Arbitration Commission, mediator of Guangdong Hong Kong Macao Greater Bay Area Labour Dispute Joint Mediation Centre – Guangzhou Pazhou Station, mediator of Hetao International Mediation Centre and arbitrator of Nanning International Arbitration Court. The main practice area of Mr. Cheng includes corporate commercial, Mainland foreign related civil and commercial matters.

Stephen Wong, Senior Partner of Beijing Docvit Law Firm (Shenzhen Office), is a qualified practising PRC lawyer, CIETAC arbitrator and a member of the CPPCC Shenzhen Committee. He was one of the few Hong Kong residents at the time graduated from the Peking University with both undergraduate and master degrees. Mr. Wong has over 20 years of experience in cross-border practice. He focuses in cross-border dispute resolution practice with extensive experience in acting as expert witness on PRC law in Hong Kong proceedings. In recent years, Mr. Wong has been proactively participating in the development of the Mainland-HK regulatory interface. He has been involved as consultant in the formulation of various mutual judicial assistance arrangements between the Mainland and Hong Kong. Mr. Wong also assisted judicial authorities such as the Supreme People’s Court, the Guangdong Higher People’s Court in formulating their cross-border regulatory interface framework.

Mr Simon Kwang Cheok-weung obtained both an LLB and PCLL from the University of Hong Kong in 1985 and 1986 respectively. He was admitted and started practising as a solicitor in Hong Kong from 1988. He was also admitted as a solicitor in England & Wales in 1991 and as an advocate and solicitor in Singapore in 1994. Mr Kwang joined the Judiciary in 2000 as a Magistrate. Since then, he acted as the Adjudicator of the Small Claims Tribunal, Temporary Deputy Registrar and Acting Registrar of the District Court, and Temporary Deputy Registrar of the High Court before he was appointed as a Judge of the District Court in 2009. He continued to act as the Temporary Deputy Registrar of the High Court until 2014 when he was also appointed as Registrar of the Court of Final Appeal and Senior Deputy Registrar of the High Court. He was appointed Registrar of the High Court in 2018.

Mr Richard Khaw SC was called to the Hong Kong Bar in 1993 and was appointed as Senior Counsel in 2016. He was appointed as Deputy Judge of the Court of First Instance of the High Court for various periods from 2018 to 2021. Since 2021, he has been appointed as Recorder of the Court of First Instance of the High Court. He has also passed and completed the 2021 Greater Bay Area Legal Qualification Examination and Training.

He is currently Chairman of the Administrative Appeals Board, Vice-Chairman of the Management Committee of the Consumer Legal Action Fund of the Consumer Council, Co-Chairman of the Hong Kong Bar Association’s Standing Committee on Mainland Affairs, member of the Standing Committee on Legal Education and Training, the PCLL Academic Board of both the University of Hong Kong and the City University of Hong Kong. Mylene Chan is a Consultant at East & Concord Partners and Visiting Faculty at Peking University School of Transnational Law. Her past roles include Fellow at the International Institute of Conflict Prevention and Resolution (New York), Founders' Fellow at Mediators Beyond Borders International (Washington DC), and Project Consultant for Hong Kong Mediation Council.

Yuan Rui has obtained her LLB degree from Nanjing University, and LLM degree from East China University of Political Science and Law with a major in International Economic Law. Now she is the Case Manager of CCPIT Mediation Center and has assisted in mediating and resolving trade and investment disputes between Chinese and foreign enterprises for many times. She has conducted in-depth research on foreign-related commercial mediation.

Lo Pui Kei, practicing lawyer in Macao, and Guangdong, Hong Kong and Macao Greater Bay Area Lawyer, accredited mediator of the Macao World Trade Center Arbitration Center, invited mediator (from Hong Kong and Macao) of the High People’s Court of Guangdong Province, as well as mediator of various mediation organizations in Mainland China. Lam Ka Vai is a Macao lawyer working at Mak Heng Ip – Lawyers & Private Notary and an accredited mediator with World Trade Center Macau Arbitration Center & Macau Family Mediation Association. In 2003, she obtained Bachelor from legal science division in the Department of Law at the National Taiwan University. In 2006, she completed the Introduction to Macao Law Programme of the University of Macau. She has worked in the legal profession since 2007 and became a licensed practicing lawyer in Macao in 2012. In 2022, she passed the Greater Bay Area Legal Professional Examination and obtained the Lawyer’s License. She is currently practicing at Beijing Yingke Law Firm Hengqin Office.

Mr Samuel Lee is a Deputy Law Officer of the Civil Division of the Department of Justice (DoJ) of the Hong Kong Special Administrative Region.

Mr Lee focuses his practice on civil law, both litigation and advisory, with a proven track record of representing a diverse range of bureaux and departments of the Government in relation to town planning, environmental, land, building and housing matters.

He is also leading a team of Government Counsel in promoting Hong Kong’s alternative dispute resolution services locally and beyond. The major initiatives that Mr Lee has been involved in include promoting the “Mediate First” Pledge campaign and organizing the Mediation Week cum Mediation Conference, both being the flagship events of the DoJ. He helps drive the development of the mediation and arbitration services of Hong Kong in different sectors, including establishing unified Greater Bay Area mediator accreditation and related standards and rules.

Currently, she is a partner and lawyer at Vong Hin Fai Lawyers & Private Notary in Macau and a GBA lawyer at Renhe Qibang Xianhui (Hengqin) Joint Law Firm in Hengqin.

Ms. Rosita Vong also serves as the Secretary-General of the World Trade Center Macau Arbitration Center. She has actively involved in the development and promotion of alternative dispute resolution methods in Macau and the GBA. She is arbitrator and mediator for several arbitration and mediation institutions. In recent years, she has participated as an arbitrator in several cross-border arbitration proceedings.

At the CCPIT, Yu Jianlong worked successively as Deputy Division Director, Division Director and Deputy Director General of the Department of International Relations. In December 2014, he was appointed Director General of the Department of Economic Information. He then worked as Vice Chairman and Secretary General of the China International Economic and Trade Arbitration Commission (CIETAC) and President of the Arbitration Court of CIETAC, Vice Chairman of the China Maritime Arbitration Commission (CMAC) and President of the Arbitration Court of CMAC, and Secretary General of the China Chamber of International Commerce (CCOIC). In January 2021, he was appointed Secretary General of the CCPIT. Mr. Yu started to serve as Vice Chairman of the CCPIT since August 2022.

Mr Cheung Kwok-kwan has been the Deputy Secretary for Justice since 1 July 2022.

Mr Cheung was a solicitor in private practice in Hong Kong with the qualifications of China-appointed Attesting Officer and Civil Celebrant of Marriages before joining the Department of Justice. He was a Non-Official Member of the Executive Council, and a member of the Legislative Council as well as the District Council.

He has also served as a member of Hong Kong Housing Authority, the Non-Executive Director of Hong Kong Mortgage Corporation Limited, the court member of the University of Hong Kong, a member of Standing Committee on Disciplined Services Salaries and Conditions of Service, and the Chairman of Practice and Examination Committee of Hong Kong Estate Agents Authority.

Mr John Lee was born in 1957. He joined the Hong Kong Police Force in 1977 as a Probationary Inspector of Police and was promoted to Deputy Commissioner of Police in 2010. He served in a variety of posts in the Force, including Assistant Commissioner (Crime), Director of Crime and Security and Deputy Commissioner (Management). He holds a Master's degree of Public Policy and Administration from Charles Sturt University in Australia.

Mr Lee was appointed Under Secretary for Security in 2012 and Secretary for Security in 2017. During his service in the Security Bureau, he was responsible for the formulation of security policies covering law and order, immigration and customs control, fire and emergency rescue services, correctional services, government flying services and other areas. He also oversaw and coordinated the work of six disciplined services departments and two auxiliary forces under the Bureau.

Mr Lee was appointed Chief Secretary for Administration in 2021. Apart from assisting the Chief Executive in policy administration, Mr Lee was also responsible for supervising the work of nine policy bureaux, harmonising the work which straddled across different bureaux and departments, as well as promoting a good relationship between the Executive Authorities and the Legislature.

Mr Lee won the Chief Executive Election of the Hong Kong Special Administrative Region on 8 May 2022, and was appointed as the sixth-term Chief Executive by the Central People's Government on 20 May 2022. Mr Lee assumed office on 1 July 2022.

The Honourable Chief Justice Andrew CHEUNG Kui-nung, GBM was appointed Chief Justice of the Court of Final Appeal on 11 January 2021.

Chief Justice Cheung was born and educated in Hong Kong. He read law at the University of Hong Kong, obtaining a Bachelor of Laws degree in 1983 and a Postgraduate Certificate in Laws in 1984. In 1985, he obtained a Master of Laws degree from Harvard Law School. He was called to the Hong Kong Bar in the same year, and in 1995 he was admitted as an advocate and solicitor of the Supreme Court of Singapore.

Chief Justice Cheung was in private practice in Hong Kong before joining the Judiciary as a District Judge in June 2001. He started sitting as a Deputy High Court Judge in December 2001 and was appointed a Judge of the Court of First Instance of the High Court in 2003. Chief Justice Cheung was made the Probate Judge in 2004 and the Judge in charge of the Constitutional and Administrative Law List in 2008. In 2011, he was appointed Chief Judge of the High Court and became President of the Court of Appeal of the High Court. In 2018, he was appointed a Permanent Judge of the Court of Final Appeal.

Chief Justice Cheung is the chairman of the Judicial Officers Recommendation Commission which makes recommendations to the Chief Executive on judicial appointments.

Chief Justice Cheung is an Honorary Bencher of Lincoln’s Inn.

Chief Justice Cheung was awarded the Grand Bauhinia Medal in July 2021.

The Hon Mr Justice David Lok obtained his LL.B. and P.C.LL. from the University of Hong Kong in 1987 and 1988 respectively. He further obtained a Master of Laws Degree from the London School of Economics and Political Science in the United Kingdom in 1989. He was called to the Bar in Hong Kong in 1988. He was in private practice between 1990 and 1995. He joined the Judiciary as Magistrate in 1995, was appointed as District Judge in 2001 and was appointed as a Judge of the Court of First Instance of the High Court in 2015. In 2019, he was assigned the task of setting up a specialist list on intellectual property in the High Court. When such list was set up in May 2019, he was appointed as the first judge in charge of the operation of such list. In September 2022, he was appointed as the chairman of Electoral Affairs Commission by the Hong Kong SAR Government.

Dr Patrick Lau has been Deputy Executive Director of the Hong Kong Trade Development Council (HKTDC) since 2019. By professional background, he graduated with Bachelor of Laws with first class honours from Monash University and is a solicitor admitted in Hong Kong SAR, as well as Australia, England, Wales and Malaysia. Dr Lau practised corporate law at international law firms Baker McKenzie and Skadden Arps in 2001-2007. Dr Lau then became an investment banker at UBS and China Construction Bank International, where he held progressively senior posts until Managing Director, Head of M&A and Assistant Head of Investment Bank. From 2015 to 2018, Dr Lau was Director of Investments at sovereign wealth fund Khazanah.

At the HKTDC, Dr Lau is responsible for anchor conferences and selected fairs in Hong Kong as well as international and Mainland missions and promotional campaigns, and also oversees the 50 offices worldwide, external relations, corporate communications and marketing. Moreover, Dr Lau has forged numerous strategic partnerships for the HKTDC and spearheads the T-box (Transformation Sandbox) programme, GoGBA one-stop platform and deal-making. He is a thought leader in ESG, Web3.0 and digital economy, proactively helping SMEs to get ahead in these areas.

Mr Chong joined the Operations Department of the Independent Commission Against Corruption (ICAC) as an Assistant Investigator in 1996. During his tenure in the Operations Department, he was posted to different units to handle corruption investigations in both the public and private sectors. He had also been posted to the Internal Investigation and Monitoring Group to deal with complaints made against ICAC staff, and matters relating to conduct and discipline. Before he was transferred to the Corruption Prevention Department in December 2023, Mr Chong was an Assistant Director of the Operations Department, who looked after a diversified administrative and investigative support functionalities covering departmental finance and human resources, training, legal research, international and Mainland liaison, information technology, asset recovery, etc.

Mr Chong currently heads the Corruption Prevention Department which is mainly responsible for examining practices and procedures of Government departments and public bodies with a view to identifying and mitigating corruption risks that might exist; and providing corruption prevention services to private organisations though a public – private partnership approach.

José-Antonio Maurellet S.C. is a Hong Kong born Eurasian. He is an English, Cantonese and French native speaker. He also can speak some Mandarin.

José studied law at St Edmund Hall, Oxford University.

He was called to the Hong Kong Bar in 2000 and was appointed Senior Counsel in 2016. He was admitted in 2020 as a solicitor of the Eastern Caribbean Supreme Court, British Virgin Islands circuit. He is also a registered foreign lawyer with rights of audience in the Singapore International Commercial Court.

He is currently Vice Chairman of the Hong Kong Bar Association (and has served in this position from 2017-2019 and 2022-now), the association representing all the barristers in Hong Kong who are independent and self-employed advocates.

He has sat as a Deputy High Court Judge for periods between 2018 to 2021, and since October 2021 has been appointed as a Recorder of the Court of First Instance.

Mr Roden Tong was in private practice specialising in litigation and dispute resolution before moving to in-house role in 2007. Mr Tong is currently the Chief Executive of Berkley Insurance Company. He leads the Hong Kong operations of Berkley Insurance Asia (a Berkley Company), with a strong focus on Financial Lines and Specialty insurance. Mr Tong has deep expertise in handling complex claims across Asia, including Lehman related investment mis-selling cases, US securities class actions against Hong Kong and PRC companies, US SEC investigations and large-scale fidelity claims. His clients include multinational corporations, listed companies, banks, and other financial institutions. Mr Tong was admitted in Hong Kong.

In addition to his role as the Chief Executive of Berkley Insurance Company, Mr Tong holds prominent positions within the legal and community spheres. He has served on various Law Society committees and working groups for nearly 20 years. In 2016, he was elected to the Council of The Law Society of Hong Kong, in 2021, he was elected as Vice-President, and in 2024, he was elected as President. Furthermore, he is a member of the Junior Police Call Central Advisory Board and an Executive Committee Member of Customs YES, a youth uniformed group operated by the Customs and Excise Department, where he actively promotes legal education for youth.

Mr WOO joined the Customs and Excise Department in 1997. Throughout his service, he has served in various posts of different nature, ranging from frontline operation, intelligence gathering to criminal investigation.

In his early career, Mr WOO mainly worked on research and analysis of logistics development and supply chain management. In 2011, Mr WOO was seconded to the Security Bureau for undertaking work related to control point development and anti-human trafficking policy. In 2017, Mr WOO was promoted to the rank of Superintendent, responsible for international liaison and co-operation. In 2020, he became the Head of the Syndicate Crimes Investigation Bureau and led the investigation of organised and transnational crimes, including smuggling and money laundering. In 2021, Mr WOO was appointed as Assistant Commissioner to take overall command of the intelligence and investigation work of the Department. In 2024, Mr WOO was appointed as Deputy Commissioner (Control and Enforcement).

Mr WOO has received training at various Mainland and overseas institutions, including the National Academy of Governance and the University of California, Berkeley. He holds a Bachelor Degree in Computer Engineering and a Master Degree in Public Policy and Management.

Mr Tse was appointed as the Head of Business and Professional Services at Invest Hong Kong (InvestHK) in December 2019. InvestHK is the government department responsible for investment promotion, i.e. helping overseas and Mainland companies to establish or expand their business presence in Hong Kong.

Mr Tse has over 25 years of work experience in the banking industry. Before joining InvestHK, he had worked at UBS, BNP Paribas and HSBC.

Mr Tse graduated from University of New South Wales, Australia, with a bachelor degree in Electrical Engineering and York University, Canada, with master degree in Business Administration.

Mr. Tse served as member of the Advisory Committee on Promotion of Arbitration under Department of Justice.

Chi-man Kwan is the Group Chief Executive Officer at Raffles Family Office, the leading multi-family offices in Asia. RFO provides tailored wealth management and preservation solutions to ultra-high net worth individuals. As Group CEO, Kwan is responsible for driving the company's strategic development and implementation. He led the company's expansion across Asia, establishing a strong presence in pivotal Asian cities, including Hong Kong, Singapore, Shanghai, Beijing, Taipei and Bangkok.

Prior to founding Raffles Family Office, Kwan had amassed a wealth of experience in the private banking sector, with over 15 years at institutions such as BNP Paribas and Standard Chartered. Additionally, he is the Founding Chairman of the Family Office Association Hong Kong, a crucial platform facilitating dialogue between the family office industry, government agencies, and regulatory bodies. He currently serves as the adjunct associate professor in the Faculty of Business and Economics of the University of Hong Kong.

Kwan earned his Executive MBA from the Tsinghua-INSEAD joint-programme. He holds a Bachelor's degree in Economics and Business Management from Lancaster University.

Dr Ling Yang is the Director of the Hong Kong International Legal Talents Training Office (the “Office”), Department of Justice of the HKSAR. The Office has been set up to serve as the co-ordinating body to take forward the establishment of the Hong Kong International Legal Talents Training Academy. The Office will also serve as the secretariat for the Hong Kong International Legal Talents Training Expert Committee. The Office would be conducive in consolidating Hong Kong's position as an international legal and dispute resolution services centre in the Asia-Pacific region.

Dr Yang has been admitted to the Chinese Bar since 2004. Before Dr Yang joined the Office, Dr Yang was the Deputy Secretary-General of the Hong Kong International Arbitration Centre (HKIAC) from 2018 to 2024. She obtained an LLM in International Law in 2006 and a PhD in 2009 from Wuhan University. She was an Associate Professor at the East China University of Political Science and Law (ECUPL) where she taught international arbitration from 2009 to 2017. In addition, she was a visiting scholar at the University of Aix-en-Provence Marseille III in 2008 and at Boston University School of Law in 2017. Dr Yang has published widely on issues of international dispute resolution and arbitration in China and beyond. She has also been appointed as arbitrator.

Professor Chang is the former Vice President of the CUPL. He serves as the Dean of the School of Discipline, Inspection and Supervision, CUPL. Professor Chang is in charge of undergraduate training, finance, open education, and continuing education, and works closely with Civil, Commercial and Economic Law School, School of Criminal Justice, School of Continuing Education and Centre for Research and Evaluation of Legal Education.

Sabrina is a practising barrister in Hong Kong at Des Voeux Chambers. She is also a Guangdong-Hongkong-Macao Greater Bay Area lawyer. Sabrina practises in all areas of civil work, with an emphasis on commercial, company and insurance law.

Sabrina is a Member of the Bar Council and the Secretary of the Standing Committee on Mainland Affairs of the Hong Kong Bar Association.

Sabrina is a Deputy Chairman of the Board of Review (Inland Revenue Ordinance), a Member of the Competition Commission and a Government Appointed Lay Member of the Council of the Hong Kong Institute of Certified Public Accountants.

Sabrina is a Member of the List of Arbitrators of the Hong Kong International Arbitration Centre, a Member of the Panel of Arbitrators of the Shenzhen Court of International Arbitration and a Member of the Panel of Arbitrators of AALCO Hong Kong Regional Arbitration Centre.

Meiling Huang is a Principal Legal Officer at the International Institute for the Unification of Private Law (UNIDROIT) and the Co-Director of the UNIDROIT Asian Transnational Law Centre, on secondment from the Zhongnan University of Economics and Law (ZUEL), where she serves as a professor of law. She holds a PhD from Università degli Studi di Roma Tor Vergata in Italy.

Professor Huang's research spans comparative law, transnational law, and Roman law. Her work is known for its practice-oriented, comparative, and interdisciplinary approach, offering unique insights that bridge various legal systems.

She contributed to the development of the UNIDROIT Model Law on Factoring and participates in the expert Working Group preparing the instrument’s Guide to Enactment. Professor Huang currently has responsibility for the UNIDROIT project examining the legal nature of verified carbon credits.

Her passion is the promotion of cross-border legislation and the exchange of legal knowledge, highlighted by her work as the translator of the Italian edition of the Civil Code of the People's Republic of China and her role as primary translator of the Chinese language version of the UNIDROIT Model Law on Factoring.

Fred Kan is the Senior Partner of Fred Kan & Co., an established commercial law firm in Hong Kong.

Kan was called to the Bar in Ontario, Canada in 1969 and was admitted a solicitor of Hong Kong in 1978.

In 1967 Kan was an adviser to the Canadian Delegation to the United Nations (New York) on the proposal to establish the post of UN High Commissioner for Human Rights.

Kan was a Council Member of the Law Society of Hong Kong from 1997 to 2002. He founded the Belt and Road Committee and was its chairman from 2016 to 2018. He then served as the chairman of the Organising Committee of the Belt and Road Law Conference from 2020 to 2022. Kan is also the founding chairman of the Law Society’s RCEP (Regional Comprehensive Economic Partnership Agreement) Committee and is the Chairman of the Working Party on Historical Archive.

In May 2016 Kan was admitted to the Law Society’s Roll of Honour in recognition of his distinguished service to the Law Society, to the Council and to the development of the practice of law in Hong Kong.

The former positions of Professor Malanczuk include C.V. Starr Professor of Law at Peking University School of Transnational Law; Dean and Chair Professor of the School of Law at City University of Hong Kong; Professor and Head of Department at Erasmus University Rotterdam and Amsterdam University; Research Fellow at the Max Planck Institute, Heidelberg; and Legal Assistant to the President of the Iran-United States Claims Tribunal in The Hague.

Mr Paul Lam has been the Secretary for Justice since 1 July 2022.

Before joining the Government, Mr Lam was a Senior Counsel in private practice specialising in general civil and commercial proceedings, and has passed the Guangdong-Hong Kong-Macao Greater Bay Area Legal Professional Examination. He was a former Vice-Chairman of the Hong Kong Bar Association from 2014 to 2017 and the Chairman from 2017 to 2018. He sat as a Deputy Judge of the High Court of Hong Kong for short periods each year since 2015. He was once enlisted in the Panel of Arbitrators of the Shenzhen Court of International Arbitration and The China International Economic and Trade Arbitration Commission, and was once appointed by the China University of Political Science and Law in Beijing as professor.

Mr Lam held a number of public service positions, such as Chairman of the Consumer Council, Chairman of the Administrative Appeals Board, Chairman of ICAC Operations Review Committee and Member of Independent Police Complaints Council.
