李家超,大紫荆勋贤, SBS, PDSM, PMSM於一九五七年出生,在一九七七年加入香港警务处,任职见习督察,并在二○一○年晋升为警务处副处长。他曾任职警队多个不同部门的岗位,包括刑事部助理处长丶刑事及保安处处长,以及副处长(管理)。他拥有澳洲查理斯特大学公共政策及管理硕士学位。
李家超於二○一二年获委任为保安局副局长,於二○一七年获委任为保安局局长。在保安局任职期间,他负责制定保安政策,包括治安丶出入境及海关管制丶消防及紧急救援丶惩教及飞行服务等,并负责统筹保安局辖下六个纪律部队和两支辅助队伍的工作。

Professor Ignacio Tirado was appointed Secretary-General by the Governing Council at its 97th session, and officially took office on 27 August 2018. A national of Spain, Professor Tirado (Commercial, Corporate and Insolvency Law, Universidad Autónoma of Madrid, Spain) holds a PhD from the Universities of Bologna and Autónoma de Madrid and an LLM from the University of London. Professor Tirado has been a Senior Legal Consultant at the World Bank’s Legal Vice-Presidency and Financial Sector Practice for more than nine years, having also consulted for the IMF on insolvency related matters as well as for the Asian Development Bank on commercial legal reform.
Amongst other accolades to his professional experience, Professor Tirado is a founding member of the European Banking Institute, Member of the Expert Group of the European Commission on insolvency reform, Vice President of the Conference on European Restructuring and Insolvency Law (CERIL), former Vice-President of the International Insolvency Institute, and a member of the American College of Bankruptcy.
Amongst other accolades to his professional experience, Professor Tirado is a founding member of the European Banking Institute, Member of the Expert Group of the European Commission on insolvency reform, Vice President of the Conference on European Restructuring and Insolvency Law (CERIL), former Vice-President of the International Insolvency Institute, and a member of the American College of Bankruptcy.

Dr Bernasconi took the office of Secretary General of the Hague Conference on Private International Law (HCCH) on 1 July 2013. In 2018, he was reappointed for a further term of five years. Dr Bernasconi had joined the Permanent Bureau (i.e., the Secretariat of the HCCH) in September 1997. In his capacity as Secretary General, he is focusing on the good governance and strategic development of the HCCH, spearheading efforts towards its universality and inclusiveness. He continues to work closely on the Apostille Convention and the e-APP (electronic Apostille Programme).
He holds a law degree from Fribourg University (magna cum laude), an LL.M. degree from McGill University, and a doctoral degree from Fribourg University (summa cum laude). Before joining the Permanent Bureau, Dr Bernasconi lectured Private International Law at the University of Fribourg, worked as Legal Expert at the Swiss Institute of Comparative Law in Lausanne, and as Scientific Collaborator at the Federal Office of Justice in Switzerland. He also advised practitioners on various Private International Law matters.

Anna Veneziano is the Deputy Secretary General of the International Institute for the Unification of Private Law (UNIDROIT). She is a Professor of Comparative Law at the University of Teramo, Italy, where she was formerly the Director of the Department of Private Law. In the period 2013-2017 she was tenured Professor of European Property Law at the University of Amsterdam (UvA). Her education includes a Law Degree with honours from the University of Rome La Sapienza, an LL.M degree from the Yale Law School funded by a Fulbright scholarship, and a PhD degree from the University of Florence (Italy). Her main research and publication areas are on secured transactions as well as international, comparative, and European contract and sales law. Among her institutional activities before joining UNIDROIT she was a member of the Italian delegation with respect to the Cape Town Convention on International Interests on Mobile Equipment and its Aircraft Protocol as well as its Space Protocol. She was also a member of the Study Group on a European Civil Code and of the Compilation and Redaction Group on a Draft Common Frame of Reference on European Private Law (DCFR), and of the restricted Expert Group set up by the European Commission on a common European law on sales. At UNIDROIT she was, inter alia, involved in the drafting of the UNIDROIT/FAO/IFAD Legal Guide on Contract Farming, in the implementation of the Cape Town Convention Protocols and in the negotiations of the Mining, Agricultural and Construction Protocol. She represented UNIDROIT in the drafting of the Tripartite Guide on uniform contract law and was Co-Chair of the Steering Committee of the ELI-UNIDROIT European Rules of Civil Procedure project.

William Brydie-Watson is an Australian lawyer who specialises in secured transactions law and private international law. Before joining UNIDROIT, William was a government lawyer in the Private International Law and International Arbitration section of the Australian Attorney-General’s Department, where he worked primarily on treaty negotiation and the implementation of private international law treaties in Australia. At UNIDROIT, he is primarily responsible for the implementation of the Mining, Agriculture and Construction (MAC Protocol) to the 2001 Cape Town Convention on International Interests in Mobile Equipment and the development of a Model Law on Factoring. William also serves as UNIDROIT’s liaison with the Asia Pacific Economic Cooperation (APEC) forum and as manager of the Institute’s Scholarship and Internship Programme. Admitted to practice in New South Wales and the High Court of Australia, he has a Bachelor of Arts (honours), a Bachelor of Laws and a Master of Laws from the Australian National University. William also lectures on International Secured Transactions Law at the Eotvos Lorand Faculty of Law in Budapest.

Megumi Hara is a professor at the Law School of Chuo University, Tokyo. She teaches property law, contract law, secured transaction law, and trust law. She has published numerous articles on secured transaction law, property law and other topics concerning civil law. Before joining Chuo University, she was first appointed as an associate professor at Kyushu University and then a professor at Gakushuin University. She has taught courses at The University of Tokyo as well as Keio University.
She was involved in Japan's recent property law reform as a researcher/consultant appointed by the Ministry of Justice. She was also a committee member for Torihiki Hōsei Kenkyūkai (Research Group on Business Law) which involves the Small and Medium Enterprise Agency under the Ministry of Economy, Trade and Industry (METI), in preparation for reform of the Secured transaction law in Japan.
She served as a delegate of Japan for the Diplomatic Conference for the adoption of the draft Protocol to the Convention on International Interests in Mobile Equipment on Matters specific to Agricultural, Construction and Mining Equipment (MAC Protocol). She has also participated as either a delegate for Japan or as an observer for UNCITRAL Working Group VI on Secured Transactions Reform. She represents Japan for UNCITRAL Working Group I deliberations on access to credit. She is also a member of the factoring model law working group for UNIDROIT.

Jae Sung Lee is a senior legal officer at the International Trade Law Division (ITLD) of the United Nations Office of Legal Affairs, which functions as the substantive secretariat for the United Nations Commission on International Trade Law (UNCITRAL).
He currently functions as the Secretary of Working Group III on investor-State dispute settlement reform and has functioned as the secretary of the working groups on dispute settlement, secured transactions and electronic commerce.
Before joining the United Nations in 2007, Jae Sung served in the Korean Ministry of Foreign Affairs. A Korean national, Jae Sung is a graduate of Seoul National University College of Law, holds LL.M. degrees from Seoul National University Graduate School of International Studies and NYU School of Law as well as a Ph.D in Law from Seoul National University. He has been a member of the New York Bar since 2006.

Hamza Hameed is a Pakistani lawyer who works as a Legal Consultant at the International Institute for the Unification of Private Law (UNIDROIT) in Rome, Italy. He is also the Co-Chair of the Space Generation Advisory Council (SGAC). He holds an Advanced Master’s LLM Degree in Air and Space Law from Leiden University and an LLB from the University of London. His work mostly involves the development and promotion of international instruments in the areas of spacecraft financing, secured transactions law, and law & technology. At UNIDROIT, he is responsible for the Space Protocol of the Cape Town Convention, and also manages the activities of the Cape Town Convention Academic Project and the UNIDROIT Foundation. He is a member of the International Institute of Space Law (IISL) and INSOL International.

Hideki Kanda is Emeritus Professor at the University of Tokyo and Professor of Law at Gakushuin University Law School. He teaches commercial law, corporate law, banking regulation and securities regulation. Mr. Kanda served as Visiting Professor at the University of Chicago Law School (1989, 1991, 1993 and 2006), Harvard Law School (1996) and University of Pennsylvania Law School (2012). Mr. Kanda's publications include "The Anatomy of Corporate Law" (co-authored, 3rd ed. Oxford University Press, 2017). Mr. Kanda is Chairman of the Financial Council at the Financial Services Agency of Japan. Also, Mr. Kanda is a member of the Governing Council of the International Institute for the Unification of Private Law (UINIDROIT) and Chairman of the Working Group on Digital Assets and Private Law at UNIDROIT. In addition, he is a member of the American Law Institute, a fellow of the European Corporate Governance Institute, and an advisor to Nishimura & Asahi in Tokyo.

Myrte Thijssen started her career in the Legal Service of the Dutch Central Bank (Supervision and Regulation Department). From 2015-19 she worked in the Legal Service of the Single Resolution Board, providing advice in banking crises and dealing with litigation before the Appeal Panel and the Court of Justice of the European Union. She studied at the University of Amsterdam and New York University. She has taught Corporate Law and Law of Bank Crisis Management at the University of Amsterdam and the University of Bologna respectively. She has published several articles in the field of banking and financial law with a particular focus on bank resolution. Derek Lai is the Vice Chair of Deloitte China, the Deloitte Global Belt & Road Leader and also the Deloitte Global Contingency Planning and Insolvency Leader.
Mr. Lai, who has specialized in corporate restructuring and insolvency in Hong Kong and Mainland China for over 30 years, has worked on receivership, liquidation, corporate restructuring and closure management engagements involving entities incorporated in Hong Kong, Mainland China and various other international jurisdictions including the British Virgin Islands, Cayman Islands, Cook Islands, Jersey and the United Kingdom.
Mr. Lai has served on numerous liquidation committees in Mainland China. He is a liquidator of Samson Paper Holdings Limited and has acted as joint and several provisional liquidator or liquidator of numerous companies which were listed on the Hong Kong Stock Exchange and had operations in mainland China.

William Brydie-Watson is an Australian lawyer who specialises in secured transactions law and private international law. Before joining UNIDROIT, William was a government lawyer in the Private International Law and International Arbitration section of the Australian Attorney-General’s Department, where he worked primarily on treaty negotiation and the implementation of private international law treaties in Australia. At UNIDROIT, he is primarily responsible for the implementation of the Mining, Agriculture and Construction (MAC Protocol) to the 2001 Cape Town Convention on International Interests in Mobile Equipment and the development of a Model Law on Factoring. William also serves as UNIDROIT’s liaison with the Asia Pacific Economic Cooperation (APEC) forum and as manager of the Institute’s Scholarship and Internship Programme. Admitted to practice in New South Wales and the High Court of Australia, he has a Bachelor of Arts (honours), a Bachelor of Laws and a Master of Laws from the Australian National University. William also lectures on International Secured Transactions Law at the Eotvos Lorand Faculty of Law in Budapest.

Jae Sung Lee is a senior legal officer at the International Trade Law Division (ITLD) of the United Nations Office of Legal Affairs, which functions as the substantive secretariat for the United Nations Commission on International Trade Law (UNCITRAL).
He currently functions as the Secretary of Working Group III on investor-State dispute settlement reform and has functioned as the secretary of the working groups on dispute settlement, secured transactions and electronic commerce.
Before joining the United Nations in 2007, Jae Sung served in the Korean Ministry of Foreign Affairs. A Korean national, Jae Sung is a graduate of Seoul National University College of Law, holds LL.M. degrees from Seoul National University Graduate School of International Studies and NYU School of Law as well as a Ph.D in Law from Seoul National University. He has been a member of the New York Bar since 2006.

Dr Bernasconi took the office of Secretary General of the Hague Conference on Private International Law (HCCH) on 1 July 2013. In 2018, he was reappointed for a further term of five years. Dr Bernasconi had joined the Permanent Bureau (i.e., the Secretariat of the HCCH) in September 1997. In his capacity as Secretary General, he is focusing on the good governance and strategic development of the HCCH, spearheading efforts towards its universality and inclusiveness. He continues to work closely on the Apostille Convention and the e-APP (electronic Apostille Programme).
He holds a law degree from Fribourg University (magna cum laude), an LL.M. degree from McGill University, and a doctoral degree from Fribourg University (summa cum laude). Before joining the Permanent Bureau, Dr Bernasconi lectured Private International Law at the University of Fribourg, worked as Legal Expert at the Swiss Institute of Comparative Law in Lausanne, and as Scientific Collaborator at the Federal Office of Justice in Switzerland. Adrian is a practising barrister, arbitrator, accredited mediator and certified public accountant. He is instructed as Counsel in a wide range of civil contentious matters, with particular focuses on arbitration, professional negligence and disciplinary matters. He sits as arbitrator - sole arbitrator, co-arbitrator or presiding arbitrator - in international commercial arbitrations conducted under various rules including those of HKIAC, CIETAC, ICC and UNCITRAL. He is named on the panels of many arbitral bodies. In addition to international commercial arbitrations, he has also participated in investor-State arbitrations and State-to-State arbitrations. Adrian is a designated national correspondent of China to the UNCITRAL, reporting on the Hong Kong SAR’s implementation of the New York Convention and the UNCITRAL Model Law (as adopted in the Arbitration Ordinance). He also sits on the Advisory Committee on Promotion of Arbitration of the Department of Justice of the Hong Kong SAR. Adrian has keen academic interest in international law, which is beneficial to his handling of cases involving points of international law. In his capacity as the Deputy Secretary General of Asian Academy of International Law, Adrian participates as an observer in the work of the UNCITRAL Working Group III on Investor-State Dispute Settlement Reform.

Court Administrator Raul B. Villanueva is a native of Narvacan, Ilocos Sur. He earned his Bachelor of Arts degree in Economics from the University of the Philippines, Diliman, in 1985 and obtained his Bachelor of Laws degree from the University of the Philippines College of Law in 1990.
Court Administrator Villanueva first joined the Judiciary in December 2002 when he was appointed as Presiding Judge of Branch 255, Regional Trial Court (RTC), Las Piñas City. He was at one point the Acting Presiding Judge of Branch 267, RTC, Taguig City and Acting Presiding Judge of Branch 4, RTC, Manila. In March 2009, he was designated as the Executive Judge of the RTC Las Piñas City. Aside from expeditiously and efficiently discharging his judicial duties, he was actively involved in the Philippine Judges Association where he rose to become its Executive Vice President. He also became the Charter President of the Las Piñas City Judges Association.
Upon his appointment as Deputy Court Administrator in March 2010, he was assigned to take charge of several judicial regions and once was tasked to supervise judicial regions 1 to 12. In addition, he has been named either as Chairperson, Vice-Chairperson, or member of various regular and special committees of the Office of the Court Administrator or in the Supreme Court. He was also designated as the Chairperson of three (3) Bids and Awards Committees in the Supreme Court. Further, he is a Professorial Lecturer at the Philippine Judicial Academy and is the Vice-Chairperson of its Court Management Department.

Yuko Nishitani is Professor of Private International Law at Kyoto University. After her studies in Japan, she received a Ph.D. from the University of Heidelberg (1998). She further did research in Milan and Florence, New York, Paris, Hamburg, and Cologne. She has been a Visiting Professor in the U.S., Belgium, Italy, Switzerland, Israel, and Taiwan. She was also a Director of Studies and Lecturer at the Hague Academy of International Law and belongs to its Curatorium since 2017. She has served in several Legislative Committees and represented the Japanese Government at the Hague Conference on Private International Law.

Also, he served as a visiting research at Georgetown University Law and a visiting scholar at Washington University School of Law.
Currently, he is serving as a vice president of Korea Private International Law Association and of ILA Korean Branch, and as the editor-in-chief of Korean Yearbook of International Law. Also, he is a member of Korea Copyright Commission, Expert Committee (for Emerging IP) at Presidential Council on Intellectual Property, AIPPI Standing Committee on GIs, ACHS ICH Network, and ILA Committee on Participation in Global Cultural Heritage Governance. She wrote a book titled ‘Indonesian Private International Law’ and contributes chapters in the book series of Studies in Private International Law - Asia that are published by the Hart Publishing, Oxford.
Her latest article about choice of court agreements in Indonesia will be published in the Journal of Private International Law in December 2022.

She was also instrumental in the Department’s strategic policy formulation of the “Vision 2030 for Rule of Law” (V2030) initiative to promote the rule of law and ensure equal access to justice for all. In addition to his work as a barrister, Eric was previously Adjunct Professor at the University of International Business and Economics in Beijing, lecturing in advocacy and investor-state arbitration. He has also lectured at Tsinghua University and Peking University. Eric has also published on issues of international dispute resolution and investor-state arbitration.
Eric holds a BCL from Oxford University, PCLL and JD from City University of Hong Kong, MSc E-commerce from the University of Hong Kong, as well as a BS in Business Administration and Information Systems from Babson College in the USA. He is admitted to practice law in Hong Kong.

Gary F Bell is an Associate Professor at the Faculty of Law of the National University of Singapore (NUS) where he was the founding Director of the LL.M. in Asian Legal Studies and the LL.M. in International Arbitration and Dispute Resolution. He has degrees in theology (B.Th) from Université Laval, degrees in both civil law (B.C.L) and common law (LL.B.) from McGill University and in American law (LL.M.) from Columbia University. He writes on the UN Convention on Contracts for the International Sale of Goods (CISG), on arbitration, and on Indonesian contract law which belongs to the Dutch/French tradition with a code similar to the Code Napoléon. At the NUS he has taught courses on the International Sale of Goods, Indonesian Law, Civil-Law Contract Law in Asia, International Commercial Arbitration, and the Legal Systems of Asia. He is a Fellow of the Chartered Institute of Arbitrators and has acted as an arbitrator in many commercial disputes particularly when the governing law is that of a civil law jurisdiction. He clerked at the Supreme Court of Canada, started his academic career at McGill, is a titular member of the International Academy of Comparative Law, was the Founding Director of the Asian Law Institute, is on the Editorial Board of the American Journal of Comparative Law. Professor Ignacio Tirado was appointed Secretary-General by the Governing Council at its 97th session, and officially took office on 27 August 2018. A national of Spain, Professor Tirado (Commercial, Corporate and Insolvency Law, Universidad Autónoma of Madrid, Spain) holds a PhD from the Universities of Bologna and Autónoma de Madrid and an LLM from the University of London. Professor Tirado has been a Senior Legal Consultant at the World Bank’s Legal Vice-Presidency and Financial Sector Practice for more than nine years, having also consulted for the IMF on insolvency related matters as well as for the Asian Development Bank on commercial legal reform.
Amongst other accolades to his professional experience, Professor Tirado is a founding member of the European Banking Institute, Member of the Expert Group of the European Commission on insolvency reform, Vice President of the Conference on European Restructuring and Insolvency Law (CERIL), former Vice-President of the International Insolvency Institute, and a member of the American College of Bankruptcy.

Graduated from the Coventry University of the United Kingdom with a major in Computer Science, he obtained a MBA degree from The University of Hong Kong.
Before joining his family business - YickShun, Terrence worked for the Microsoft (HK) Ltd as an IT engineer. Under his leadership, YickShun has accredited with the International Council of Toy Industries, and introduced the use of Enterprise Resource Planning system, 3D printing technology and robotic arms to enhance its productivity. Terrence has also developed and registered his own-brands including “My First Toy™”, “Kids Cart™” and “Just for Babe”.
With his outstanding achievements, Terrence has received various awards, including the SME Innovation Award 2017 of the Hong Kong Greater China SME Alliance Association, the Asia International Innovative Invention Award 2018 of the Hong Kong Federation of Innovation Technologies and Manufacturing Industries, and Outstanding Import and Export Enterprise Awards 2018 of the Hong Kong Chinese Importers’ & Exporters’ Association.

Mike Dennis is a private international law consultant. He served as a legal consultant to the Asia Pacific Economic Cooperation (APEC) Economic Committee for the development of the APEC Collaborative Framework and Model Procedural Rules for Online Dispute Resolution. He also developed the Administrative Implementation Work Plan for the Collaborative Framework and the related proposal for an APEC ODR Satellite Website. He is a U.S. expert in the ISO working group on developing standards for transaction assurance in e-commerce, including dispute resolution. He is also a member of the Inclusive Global Legal Innovation Platform on Online Dispute Resolution (GLIP on ODR) (in collaboration with the United Nations Commission on International Trade Law (UNCITRAL)). He was the Executive Director of the Department of State Advisory Committee on Private International Law from 2007 to 2018. He also served as the Representative of the United States to UNCITRAL, where he headed U.S. delegations on many private international law matters, including the UNCITRAL Arbitration Rules and the UNCITRAL Technical Notes on ODR. Professor Anna Veneziano is the Deputy Secretary General of the International Institute for the Unification of Private Law (UNIDROIT). She is a Professor of Comparative Law at the University of Teramo, Italy, where she was formerly the Director of the Department of Private Law. She has also formerly been a tenured Professor of European Property Law at the University of Amsterdam (UvA). Her education includes a Law Degree with honours from the University of Rome La Sapienza, an LL.M degree from the Yale Law School funded by a Fulbright scholarship, and a PhD degree from the University of Florence (Italy). Her main research and publication areas are on secured transactions as well as international, comparative, and European contract and sales law. Before joining UNIDROIT she was a member of the Italian delegation with respect to the Cape Town Convention on International Interests on Mobile Equipment and its Aircraft Protocol as well as its Space Protocol. She was also a member of the Study Group on a European Civil Code and of the Compilation and Redaction Group on a Draft Common Frame of Reference on European Private Law (DCFR), and of the restricted Expert Group set up by the European Commission on a common European law on sales.

Jae Sung Lee is a senior legal officer at the International Trade Law Division (ITLD) of the United Nations Office of Legal Affairs, which functions as the substantive secretariat for the United Nations Commission on International Trade Law (UNCITRAL).
He currently functions as the Secretary of Working Group III on investor-State dispute settlement reform and has functioned as the secretary of the working groups on dispute settlement, secured transactions and electronic commerce.
Before joining the United Nations in 2007, Jae Sung served in the Korean Ministry of Foreign Affairs. A Korean national, Jae Sung is a graduate of Seoul National University College of Law, holds LL.M. degrees from Seoul National University Graduate School of International Studies and NYU School of Law as well as a Ph.D in Law from Seoul National University. He has been a member of the New York Bar since 2006.

She completed the Negotiation and Leadership Course of the Harvard Law School. She likewise had her Comprehensive Course on International Commercial Arbitration under the Chartered Institute of Arbitrators - New York Branch and the Columbia Law School, and Strategic Conflict Management for Professional at the Singapore Mediation Centre. USec Irene is a trained Arbitrator and trained File Counsel of the Philippine Dispute Resolution Center, Inc. (PDRCI). She is the author of the book titled “Philippine Alternative Dispute Resolution.”

Mr. NGUYEN Anh Duong holds a Bachelor of Economics and a Master of Economics, both from the Australian National University (Australia). He joined the Central Institute for Economic Management (CIEM) - the leading think-tank in Viet Nam - in 2004. Currently being the Director of the Department for General Economic Issues and Integration Studies, Mr. Nguyen has various important research papers and policy recommendations to the government of Viet Nam on digital trade, trade policy and economic integration process.

Dr. James Ding is the Law Officer (International Law), Department of Justice of the Hong Kong Special Administrative Region of the People’s Republic of China. He heads the International Law Division and reports to the Secretary for Justice on issues of international law and international legal cooperation. He has been awarded with the Chief Executive’s Commendation for Government/Public Services in 2021.
He was seconded to the Permanent Bureau of the Hague Conference on Private International Law from 2001-2002 and participated in the negotiations of several Hague Conventions as a member of the Chinese delegation. He was the Chair of the Special Commission on the Practical Operation of the Apostille Convention in 2016 and the Chair of the Working Group on the Authentication of Documents Generated by Supranational and Intergovernmental Organisations. He is also currently the Chair of APEC Economic Committee. He has published on different subjects of international law and international cooperation, and has given various presentations at international and regional conferences, including HCCH, UNCITRAL and UNIDROIT events.
He obtained LL.B.(Hons) and a Postgraduate Certificate in Laws (Distinction) from the University of Hong Kong, LL.M. from Kyushu University, Japan (under the Monbusho scholarship) and Ph.D. from the University of Queensland, Australia. He also received various training in laws and management at Fudan University, Tsinghua University, Chinese Academy of Governance, International Law Institute and the University of Oxford. He became a barrister in Hong Kong in 1997 and joined the Department of Justice in 1999. He also taught on a part-time basis at the Faculty of Law of the University of Hong Kong and the Open University of Hong Kong during the academic years of 1998 and 1999.

Professor Yoshihisa Hayakawa serves as a professor of law at Rikkyo University, Tokyo. He serves as a counsel in many cases of transnational litigation and international commercial arbitration as well as serving as an arbitrator in many arbitration cases. Mr Nick Chan, MH, JP, the Director leading the operations of AALCO Hong Kong Regional Arbitration Centre, is a lawyer with a computer science background and a Partner at international law firm Squire Patton Boggs. Intergovernmental organization AALCO serves as an important forum for member states to speak for two-thirds of the world's population in deliberating on international law matters that are of common concern. The United Nations recognizes the role and influence of AALCO with a permanent observer seat. The new regional centre, complementing the five existing centres in Asia and Africa, will deploy cutting-edge 'anytime, anywhere, any device' Online Disputes Resolution platform and technology to present great opportunities and tackle challenges. In 2021, the combined GDPs of the AALCO member countries exceeded US$26 trillion. As the then founding Chairman of eBRAM International Online Dispute Resolution Centre, Mr. Chan attended and spoke at APEC Economic Committee’s Osaka “Workshop on Building the APEC Online Dispute Resolution (ODR) Collaborative Framework Pilot” to help together develop/complete an implementation plan for a pilot for an APEC ODR Collaborative Framework for B2B cross border disputes involving Micro Small Medium Enterprise including resolving any outstanding issues concerning the Collaborative Framework/Procedural Rules, addressing administrative details, and identifying prospective ODR providers who would partner with APEC.

Ms Maggie Wong assumed the post of Director-General of Trade and Industry of the Hong Kong Special Administrative Region in August 2022. She heads the Trade and Industry Department in fostering Hong Kong’s international trade relations, implementing trade policies and agreements, as well as supporting Hong Kong’s industries and small and medium enterprises.
Ms Wong has served in various policy bureaux and departments, including the Chief Secretary for Administration’s Office, the Civil Service Bureau, the Security Bureau and the Chief Executive’s Office. Before taking up the post of Director-General of Trade and Industry, Ms Wong was Deputy Secretary for Commerce and Economic Development (Commerce and Industry) (later renamed Deputy Secretary for Commerce and Economic Development), responsible for formulating and implementing various policies related to external commercial relations, inward investment promotion, as well as competition.
Ms Wong has served in various policy bureaux and departments, including the Chief Secretary for Administration’s Office, the Civil Service Bureau, the Security Bureau and the Chief Executive’s Office. Karen Cheah Yee Lynn is the President of the Malaysian Bar for the 2022/2023 term.
She was the Chairman of the Malacca State Bar Committee from 2012 to 2015, and was elected as Council Member for 7 consecutive terms from 2016 to 2023.
She was appointed as the Treasurer of the Malaysian Bar during the terms 2013/2014 and 2014/2015, and has also served as the Secretary of the Malaysian Bar for two terms (2015/2016 and 2016/2017).
She is the Co-Chairperson of the Bar Council Committee to Reform the Legal Sector (LPA Amendment). She is also a member of the following Bar Council committees: Committee on AMLA, Corporate and Commercial Law Committee, Finance Committee, and Women’s Rights Committee.
She was the Chairperson of the Bar Council Ad Hoc Committee on Conditional Fee Rules (Re Non-Personal Injuries), Co-Chairperson of the Bar Council Constitutional Law Committee, and Co-Chairperson of the Bar Council International Professional Services Committee.
She was the Chairman of the Malacca State Bar Committee from 2012 to 2015, and was elected as Council Member for 7 consecutive terms from 2016 to 2023.
She was appointed as the Treasurer of the Malaysian Bar during the terms 2013/2014 and 2014/2015, and has also served as the Secretary of the Malaysian Bar for two terms (2015/2016 and 2016/2017).

William Brydie-Watson is an Australian lawyer who specialises in secured transactions law and private international law. Before joining UNIDROIT, William was a government lawyer in the Private International Law and International Arbitration section of the Australia Attorney-General’s Department, where he worked primarily on treaty negotiation and the implementation of private international law treaties in Australia. At UNIDROIT, he is primarily responsible for the implementation of the Mining, Agriculture and Construction (MAC Agreement) to the 2001 Cape Town Convention on International Interests in Mobile Equipment and the development of a Model Law on Factoring. William also serves as UNIROIT’s liaison with the Asia-Pacific Economic Cooperation (APEC) forum and as manager of the Institute's Scholarship and Internship Programs. Admitted to practice in New South Wales and High Court of Australia, he has a Bachelor of Art (honours), a Bachelor of Laws and Master of Laws from the Australian National University. Professor Ignacio Tirado was appointed Secretary-General by the Governing Council at its 97th session, and officially took office on 27 August 2018. A national of Spain, Professor Tirado (Commercial, Corporate and Insolvency Law, Universidad Autónoma of Madrid, Spain) holds a PhD from the Universities of Bologna and Autónoma de Madrid and an LLM from the University of London. Professor Tirado has been a Senior Legal Consultant at the World Bank’s Legal Vice-Presidency and Financial Sector Practice for more than nine years, having also consulted for the IMF on insolvency related matters as well as for the Asian Development Bank on commercial legal reform.
Amongst other accolades to his professional experience, Professor Tirado is a founding member of the European Banking Institute, Member of the Expert Group of the European Commission on insolvency reform, Vice President of the Conference on European Restructuring and Insolvency Law (CERIL), former Vice-President of the International Insolvency Institute, and a member of the American College of Bankruptcy.
Amongst other accolades to his professional experience, Professor Tirado is a founding member of the European Banking Institute, Member of the Expert Group of the European Commission on insolvency reform, Vice President of the Conference on European Restructuring and Insolvency Law (CERIL), former Vice-President of the International Insolvency Institute, and a member of the American College of Bankruptcy.

谭雪欣女士为孖士打律师行的资深律师,曾於众多重大房地产收购合并项目中为跨国和本地私募股权基金和发展商提供法律意见,并拥有处理具规模的住宅丶工商业拆售项目和房地产融资交易的经验。
她致力参与青年及法治教育工作,职务包括香港律师会「青Teen讲场」筹委会主席丶大中华年青律师附属委员会主席及「思法.青见」副主席。她亦是全国青联委员及香港特区选举委员会委员。
2022年,谭律师通过第二届粤港澳大湾区律师执业考试,并为律商联讯「40位40岁以下精英」得奖者。

郑伟邦自幼在加拿大长大,毕业於加拿大的多伦多大学(University of Toronto)并获得理学学士学位。毕业後他回到香港,在香港中文大学攻读法学博士学位,随後在同一所学校获得其法学专业证书。
毕业後,他於 2011 年在 Mayer Brown(当时的孖士打律师事务所)开始了他的法律职业生涯,主要从事保险诉讼。随後,他於2018年底加入翁余阮律师行扩大及拓展其执业范围。他现在是翁余阮律师行的合夥人。

黄海榕大律师於2018年获认许在香港执业,是Equity Chambers的成员。黄大律师的业务范围广泛,她曾处理牵涉家庭丶土地丶公司与合同纠纷的案件以及破产和清盘的法律程序,亦曾以控方或辩方代表的身份处理刑事审讯。黄大律师会独自或在较资深的大律师的带领下出席各级法院聆讯。出於对解决争议的替代方式 (ADR) 的兴趣,黄大律师分别在 2021年和2022年成为HKMAAL的认可综合调解员和英国特许仲裁员学会的会员。
黄大律师确信她有义务对其专业和社区作出贡献。因此,她在实习时加入香港大律师公会下的新晋大律师委员会,且於2021开始担任其中一名副主席。黄大律师亦以督导委员会副主席的身份协助筹办「香港法律界步行日」:一项为香港法律界而设的新慈善活动。

Ms. Glenda Tan is an undergraduate student at the National University of Singapore Faculty of Law. She has actively pursued her interest in cross-border work by participating in international competitions such as participating in INC Sophia held in Japan. She has previously served as Secretary-Treasurer of Singapore Law Review and the Project Director for the PBG-FIDReC Collaboration. In her free time, she pursues her interest in current affairs.

LIM San Shien is a prominent and inspiring youth leader chairing the youth organisation, University of Malaya Young Leaders Association (UM Young Leaders) which spearheads and organises various activities and initiatives ranging from youth leadership, youth empowerment, academic discourse, talk show, welfare, sports, recreational activities, carnival, festival, community service, community engagement to international collaboration.
He received and crowned various prestigious and renowned global awards like Best Conference Paper Award at International Youth Legal Exchange Conference, Champion of Malaysia Model United Nations Cup 2021, Best Varsity Student in Leadership by Government, Best Debater in University of Malaya, Deputy Vice Chancellor Debate Cup, etc.
Besides, San Shien represented Malaysia in a multitude of international events like Asia Pacific Economic Forum (APEC), International Youth Legal Exchange Conference, Hong Kong Legal Week, International Moot Competitions, International Youth Day Celebration, International Students Exchange Programme and ASEAN Digital Summit.
Apart from that, San Shien is also actively invited and involved in writing and speaking on news outlets and mainstream media platforms to share his valuable insights and experiences including youth leadership, empowerment, nation building, current affairs, legal updates, good governance and sustainable development.
San Shien wishes to foster closer partnership and collaboration between all citizens and nations in promotion of noble values, youth empowerment, preservation and conservation of environment, rule of law society, peace and justice, ESG investment, preservation of arts and culture as well as working collectively with all to build a peaceful, sustainable and prosperous world for all to thrive.
Today San Shien stands as one of the most iconic youth leader in the world and he will continue to empower the people and impacting the world.
